Submission of a commission form of
charter to the voters of Portland will
be made at a special election oa Janu
ary 9, 1912. This was decided finally
at a meeting of the charter revision
committee last night. With one excep
tion, the nine members of the commit
tee attending the conference were op
posed to any delay in submitting to the
people the proposed change In the ad
ministration of municipal government.
The date fixed by the committee last
night is the same time established by
the committee at a former meeting. A
disposition bad developed among some
of the committeemen to refer the sub
mission of the proposed revised char
ter for another year. It was on mo
tion of Gay Lombard, seconded by Dr
Andrew C. Smith and City Attorney
Grant that the committee last night
decided that the charter should be vot
,ed on the people neV- January.
. The only dissenting vote woa. offered
by George B. Cellars. He explained
that he favored submitting to me vot
ers at the very earliest possible date
the commission form of charter, but he
contended that the corr.mlt ee should
proceed first to draft the amended
charter and subsaqueniy fix the tlnw
when H should be submitted. The
Lombard motion also provided that the
city council should enact an ordinance
appropriating sufficient funds to de
fray the expenses of the special elec
tion necessary for tin consideration of
the commission charter. .
This action of the committee means
that the draft of th 3 revised charter
must be completed and f.Ud with t'he
city auditor not later than November
9, or 60 uay8 prior to the date of the
special election.
The disposition of the committee ia
to take up the present charter section
by section in committee of the whole
and amend it to meet the requirements
of a commission government. This will
probably- be the recommendation of the
committee as the most direct method
