Yes, it is time to scream auto cracy and. oligarchy, when such a statement is made, but watch and see. The best rule in the world is the rule of the people when they will do it, but most people do not give a continental what happens so long as they make a few dollars. They don't want to be bothered , with public af fairs. Strange, isn't it, but it is true the country over. GETTING BACK TO THE SOIL. We believe the city of Portland is the best example of present day un auccessful municipal government In the northw:st. The race will be rowed at 4:30 p m., and will be two miles straight away. The start will be at the honic of the Country Club, and the finish at the North End bridge.
