A big run of business went through the council's hands last evening when, with the exception of Councilman Logsdon. ever ycouncilman responded to Mayor Richardson's call to order. The session was marked by a lively tilt between Mayor Richardson, Coun cilman Church and Contractor Davis, but aside from this the routine mat ters of consideration went through the regular channels smoothly. May 10 1b the date set for the hear ing of remonstrances of property own ers on Washington avenue from First to Fir and on Elm street from Jeffer son to the proposed bitulilhic pave ment cn these : streets. . The street committee reported last night'that the es imated. cost of construction of th3 Washington s. reel paving, 53 1-2 feet wide from Fourth to Fir and 40 feet wide from Fourth to First, would be approximately $20,000 and that the cost on Elm street, two blocks, would be $6300 for 53 1-2 ; feet of paving, These recommendations were adopted and plans and specifications were or will be served in due time. Sewer PlaBs Unchanged. The council adopted a report on the petition of property owners in sewer district No. 2, the four wardi asking that the portion of the eewer now run ning in the street be changed to run in the alleys as some of the lines pro vide for. Because many of the man holes bad already been dug and that the changes would incur a big delay, thus frustrating the sewer system at this time, thQ committee recommence.!, disregard of the petition and the rec ommendations stood. . Shade Trees to Go, Several shade trees on Adams ave nue in front of the S. F, Richardson residence will be removed, $ either transplanted or hewn down. This mat ter came up a week ago and the street committee to which it was referred re ported back that the proposed side walks would strike the trees, and that the walk would have the trees square ly in Its center unless some action was taken to ,have -them removed, Aside from this, the committee was si lent. The whole council took the mat ter up, however, and instructed to give the owner a reasonable length of t'.me to have the trees moved. The act! in will be taken eerywhere in town when the trees stand on the sidewalk lin-., In this connection Mayor Richardson provided for the publication of tli J or dinance covering tree planting- at present there i3 no system or adher ance to the ordinance covering thi3 matter with the result that trees are being &t Indiscriminately and with out uniformity. Sewer Bids Pnbllshed. The city recorder was instructed to advertise for construction of sewers in subdivisions Xos. 1, 2 and 3. . Fcnrth Street Report Delayed. The street committee now consider ing the petition of remonstrators against macadamizing of Fourth street asked for more time and final actior was not taken on that Issue last eve ning. - ... The council acting as a committee of the whole will visit the disposal tank and study the feasibility of buy ing a five-acre tract lying near there. for city purposes. The matter was suggested to the council and that body will look into it at the first opportun ity. -: , The cesspool on Second and Penn sylvania which has been giving trou ble (or Borne time, came up for discus sion last evening. W. B. Sargent ap peared for the property owners there and pointed out the unsanitary condi tions existing because the plant Is un able to handl8 the sewage. The stench is nauseating and the tenants of resi dences near there are almost continu ally harassed by the overflow, lmme diate action to relieve the situation will be taken, but the Second street sewer will soon afford the owners of the cess pool an opportunity to tie on, alleviating the trouble. Property owners ; along North Spruce want water connections and steps were taken to learn the feasibil ity of extending the dead end of the four-inch pipe at Monroe'B Intersec tion with North Spruce. It Is probablo , - , Sewer Bill Up Again. ; Without mincjng words, the mayor, Councilman .; Church, and Contractor B. S. Davis had It "out" relative to the defective sewer line at Greenwood. The city has long since completed Its sewer in the alley between Washing ton and Adams west of Elm street and 1b unable to use it because the sewer laid by Davis from Greenwood on is not laid dry and therefore cannot be accented. Mayor Richardson pointed "u tSat tVe city would not pay for another white elephant like the Second itm't pipe line and that it would be but a matter of a short time for, the contractor to remedy the leak and then he would be in line to. get his tack pay. Mr. Davis was Inclined to be as arbitrary as the city, but the matter was finally settled by Mr. Da- vis promising to make the repairs this week and if at such a time the sewer had been laid in exact according with the specifications then the city would pay the amount due. This sum is around $10,000. Councilman Church mixed in the debate by asserting that he realized the cfty was retaining a large sum but the urgent need of the property owners on the line west would incite speedy repair on the east end. The city won its poln intoto and the contractor will hurry the correc tions. -'' .- 'V- ; .- ; The Zuber , building known aa the skating rink is on the wrong grade, and though that fact was established, no action further was taken.
