The Central Exchange will have the exclusive selling of all ths fruit or products controlled by the district as soclatlon holding a membership in the Central. , .. It will establish a sales system cov ering all markets where: It Is practical to sell the products of its mombers. It will establish such rules and reg ulations as are necessary' for the-proper caring for and marketing of said products, also such rules and regu lations as cro necessary for the main- jtalnlng of uniform grrdea and packs I and for tho placing of the products of its members on the market in the best and most salable ondltion. ' It will maintain an efficient system of market and crop '.reports. I It will do such advertising as is found necessary. The products of tach district shall be marketed on, their own merits. Each district shall be given its pro portionaate share of all markets. , District Associations. , The district associations will have control over the g radlng and packing of the. products of its members. The will employ a sufficient number of Inspectors to supervise the grading, packing and loading. The operating expenses of the dis trict associations will be nut by a com mission charge of all products and supplies handled. 1 All profits derived from charges made to members for the handling of their products and supplies, In excess of th.:i maximum amount decided up on for the surplus fund, and all the money received from the Central Ex change in the from of profits from handling products shall be distributed annually among the members In. pro portion to th: products handled for them. The members of the district associa tion shall consist of growers' organi zations. The affairs of the district associa tion shall be managed by an .execu tive committee of Ave trustees, v Growers' Organizations. , The growers' -organizations shall have full charge of handling and pre paring th& products io'r.'th'e market. It shall employ and have control over all help needed. It shall prepare warehouses, pack ing, houses or loading platforms neces sary for handling products. All products for shipment shall be turned over to the district associa tion when properly loaded on bard cars or other means of transportation to market, B may be specified. It may own and operate carried, by-product factories of all kinds, cold storage and pre-coollng plants. Growers', organizations shall make c loading or handling charge of a suf ficient amount per package on all pro ducts bandied, to m;et the expenses of the organization. Lanahan, Clarkston, Snake River; W. Teadt, Hamilton. Montana; J. E. Trim bl;1, Garfield. Inland Empire; H. D. Lamb, Milton, Oregon, Walla Walla district; W. L. Nelson, North Yakima district. The grading of the apples has also been fixed by rules that cannot fee mistaken. These grades are: Ft(m Pr AmiIo This grade consists of perfect, well formed apples onlyj free from all In sect pests and all defects. All varie ties admitted to this grade shall be well matured and of natural coIo characteristic of the variety; Spltzen burg, Wlnesap, Jonathan, Askansas Black, Gano, Lawvor and other solid red varieties must have 73 per Cnt of good red color. Ben Davis, Rome Beauty, Baldwin, Wagoner and other varieties of similar color must have 0 per cent red. Red -Cheek Pippins and Winter Bananas must show a red cheek. Stanford Grade. Apples of this grade must be free from all insect pests, wormholes, scale, sun-scald, dry rot, watercore or other defects. SHeht limb small sting healed over will be per mitted, provided not over ten per cent of the apples in one box shall be so marked. All aoDles admitted tn thi grade shall be well matured and of natural color. C Grad-v This grade shall be made up of all merchantable apples not Included In the extra fancy or standard grades. Those apples must be free from all insict pests, but will Include misshap en apples, or apples having a limb rub or other light defects.
