NEXT to CITY HALL Govers frorr. 50 cts to Three Dollars - L. f Smith-La Grande Hot Springs, Ark., Feb. 20 (to th. Editor of the Evening Observer) I have been much amused as well as Interested in reading the communi cations published in your pajer lately about the new high school building In La Grande and as the chairman of the school board I feel it a personal dnty as well as a pub lic one to reply , to some of the thrusts made at the board and my self, by Mr. Hockenberry about the graft, in selecting an architect and letting the contrtct for the construc tion, of the new high school build ing In the city of La Grande, and in doing so ,wlll try to give the facts as they occurred. After the board election Mr. Hock enberry was the first man to appear with plans and a proposition to sup ervise the construction of our build ing. He was persistent in his effort's to have me call the board together and adopt his plans and award hlra the Job. I gave him to understand that we could not do mat, mat it would not be a business proposition, that we w re 'handling the people's money and must be fair with them, that the Oregon school law, as I un derstood it. would not permit us to do try Eastern archotect can ever con such an act even though we were -rlve- n Important feature of the disposed to do so. I told him we would who1e that the board can equipped high school buildings in the state. The Jefferson high In Portland is not excepted.. Much credit is due my associates on the board, very little Is due. me, for the splendid school house we now name and I believe the people In school district No. 1 are proud and :an justly boast of. what has been sreompllshed with so little money. I spent the month of May and June 'a the. east and made it my business to visit some of the best : school buildings In the United States ' and Canada. Some that cost the magnlfl--ent sum of $800,000 and I am free to say that the general arrangement and sanitation Is no better than is found in our pwn butld'ng, the boast ed state of Pennsylvania has none that surpasses ours for general util ity, that I know of. In answer to his claim of opera and school I want to tell him that nearly all of the mod ern school buildings are constructed with the auditorium on the first floor and In the leas of the building. I do not know how it would be possible to light, ours better than It is now, as the rear is almost solid glass with two sky lights. -' Another misleading statement about the tax from the Lane county system. He forgot to say that tht contract for the erection of , our high was let in May and the Lane county Bystem was voted on In November. Oh! consist ency thou art a Jewel. I do not know what Mr. Gauntt's "i ivate character is, neither do 1 carr. Before taking definite action the board asked for criticism and opinion of some of the doctors and reading business men of our city and Mr. Gaunt's were favored as the best TlU' board after careful considera tion adopted them unanimously on the first ballot. Mr. Hockenberry was the only man that tried to influence the board by offering to do the Job for 3 per cent of the contract price of the building and it seems to nn that he violated architectural ethics In making such a proposition; how ever I am not well enough Informed In that line to pass judgment on his actions. He squeals now and cries graft when ther. Is none and I chal lenge him to produce a scintilla of evidence that there is. I have always regarded him as one .of my best friends and surely regret that lie has so i?nominously forgotten the ties that should bind him to our fair cltv As a private citizen I heartily en dorse the editorial in the Observei on the 14th Inst, but as a member n the srhool board I will , do my duty rpgardless of fri ndshlp and Insist upon Mr. Hockenberry giving to the people the valuable information he rlaims to possess, and if he falls to do so he Is not worthy of the sup erior honor he is credited with. Th Indifatlons arc that he is saluted with a certain kind of wisdom that is of no particular benefit of any one ';ut himself. It Is evident he is not informed in "Ptard to the cost of the building and repairs to others. He states that the contract price was $32,400 for the construction of the new building which is correct, but failed to men tlon the cost of installing the heating and ventilating system In the two buildings and repairs to the old high school that totaled over $30.00. Oh. no. hp forgot that. He does not know th"' thiboard has put in a corn-Mete laboratory and bought costly Instru ments to use for demonstrations In the study of the sciences.
