D-Sept 9 to 28. city of Douglas In regard to the pro hibition question, I have simply been forced to the conclusion that, at lea3t, here in Douglas, prohibition la, after all, the only thing to advocate and adopt, If we are to improve the moral conditions, which are, indeed. In a deplorable Btate. Cardinal Gibbons may bo in favor of regulation," and he may be right In the east, but here In Doug las regulation would be simply a farce as the saloons would not and will not be regulated. The very officials of the law that are in duty bound to watch and regulate the saloons and preserve the public decency of the community. frequently violate the laws enacted lo that end. Besides the saloons may consent to be regulated for a while, as long as the scare lasts, but afterwards they are the same or worse than bo-fore. . The condition of the saloons here In Douglas Is horrible. I do all I can against drunkenness, prostitution and crime, against 'unhapplness In the homes, and the saloons more than un do all my work by being feeders of these very Bame evils or crimes. They are regular devil's traps and tremen dous temptations to drunkenness. If they are removed at least seven out of ten men would not drink or get drunk at all. These saloons are the cause of more than half the public prostitution that is going on In our redllght district. Some of them have the most Immoral pictures on their .walls to attract boys and men into them and then to corrupt and deruor-1 alize them. '! According to late statistics seven I out of ten of all the crimes comml; te In Choclse county can be traced to drunkenness and to the evil of op en saloons. They are the cause of the greatest uuhappiness due to a drun len husband or son. I think it is the sacred and bounden duty of the Ca-1 tholic priest and all the Catholic peo ple, not only to help but to' be In the very lead of any movement for the improvement of the public morality of the community In which they live. Now, In this battle between good and evil In which we are engaged, In my judgment the only method where by we may hope to Improve the pub lic morality and down, as far aa pos sible, drunkenness, public Immorality, crime and the unhappiness that ex ists In many homes, is prohibition of the liquor traffic doing away, root Rnd all, with the principal cause. of the above mentioned evils, the open saloon. Therefore, I think and I am sure that it is- my sacred duty before God and my fellow citizens, and also the bounden duty of alt the Catholic voters In Douglas, to vote In favor of prohibition at the coming local option election on prohibition of the public sale of Intoxicating liquors 'in Douglas and Cochise county, Arizona. This is the reason I am favorable to and doing all I can to advocate prohibition In Btead of regulation of the sale of In toxicating drinks In the city' of Doug las and county of Cochise. S. W.
