Of this num ber 18,256 came to the Northwest. The Harrlman lines are perfecting plans now to bring in an even great er number of settlers during the year 1910. , . . There has not been a single fail ure of a National Bank in Washing ton and Montana . during the past three years, according to E. T. Wil son and F. H. Luce, government ex aminers, who cover the two states. In 1909, 22 new National Banks were chartered, making a total of 126 Na tional Banks In the two Btates. Water users contracts which have been the bone of considerable con tention during the past several months and which have retarded the prompt promotion of the Grande Ponde Irrigation contracftaj, have been passed from qne prominent at torney in the county to another, of late, and from all comes word of general satisfaction! This contract is the one revised from the old one, and is also the one sanctioned by a committee representing the Grange; wlich strenuously objected to the original contract, and all elements in the prospective water user's cir cles. Before having it printed, the directors sent the proposed contract to outside attorneys. David Ecclei", a irospectlve bond buyer, has urged that it be sent to some prominent toad attorney of more than ordinary note, that there . will be no "fall town when the time comes to sell bonds for the project. A meeting was held late this af ternoon by the directors for the pur pese of deciding where to have tho document given its final test. Negro held for suspected burglaries given his freedom. Fred Taylor, the negro held In the county Jail for several months on charges of being guilty of burglary from the house of Mr. Brooks on North La Grande, at the time that the city was terrorized by a series of petty robberies, was today given his freedom when the grand Jury re turned a not true bill against him. This report was one of the first pro ducts of the present session of the grand Jury ; The negro was tried in Justice court and bound over to the grand Juiy some months ago, and It was lartly to hear and consider the evi t'ti'jce In this case that the grand Ju ry was called together. After pending the courts for 19 years, the suit brought by the Fed eral government to recover 160,975 acres of Indian land near North Yakima from the Northern Pacific Railway has been decided against the corporation. The land ts valued. at more than ; 2,000,000. The Railway claimed It under a congressional grant of 1887. ' The government con tention was that it belonged to the Indians under a treaty made in 1869 by Gov. Isaac Stevens, Judge E. H. Whltson held against the Railway company which will take an appeal to the supreme court.
