This would make It possible for the rural districts to bo dry and the cities in the same counties to remain either wet or dry according to the vote of a majority of the voters lit the respective cities. It Is figured under this arrangement that some of the cities in dry counties might be changed to wet territory, and some of the cities In wet counties may go dry, according to the wishes of the voters. The three committees which start ed out with the petitions In Pendleton at noon yesterday finished their labors at 4 o'clock for the first afternoon's work with a little over 250 signatures to the lists. The committees will start early In the morning and try to com plete a canvass of the city before tonight. The committees expect to have not less than 500 names to these petitions. The committees only had seven refusals to sign during the af ternoon's work. The proposition Is not a new one in the state, but efforts of the commit tee to have the new law passed and they argue that not until a law passed coinciding with tho wishes of the petitioners, will the state enjoy local option in Its fullest sense.
