TJNJrST TO I-XMIESTRY Kl'KKAl?. On several occasions In the past week members of the house Indulged In vicious attacks upon the govern ment forestry service, an annual chs tigatlnn for which the debate on the agricultural appropriation bill fur nishes the opportunity. The opponents of the service content themselves with maklnir general charges and put 4nlg themselves In a doubtful position before the. country. Insinuations with regard to the per sons I motives of Mr. Pinchot Mo not reflect much credit upon their au thors, nor do they show a Just estl niate'of public Intelligence. The peo ple have been pretty well enlightened concerning the chief forester and the difficulties with which he tins 1iad to contend. They know that he Is a wealthy and public-spirited man who has chosen his field of service fur the work, and Hint there ion be no sus picion of graft while lie Is nt the head of the bureau. This by llself Is n source of preit satisfaction. One of the congressional critics de clared the bureau of forestry the most autocratic thing of the kind ontsli' of Iltissin. This hits been said bcfui for example by men who found thai the forester had blocked tin ir scheme to f:el control, under Hie mining Inws, of Innils for other than mining pur poses. On (ici-mint of the Inspection of claims by forcsM officers, before they; po to patent, a belief exists In some quarters that it is the pulley of the pervke ti) make It as difficult as po-:-silde for people to secure claims, and to force a contest. Moreover, there are no desk chair foresters, for .Mr. Plnclmt has continually shifted his subordin ates from the office to the Held and lack again. Remains of I-alo Conductor Donnelly Il-ou4flit to Ijk (Hunde. Ijtst Kve nlng Acvldciit Occurred While the Train Wan Ruiiuiiig; at a Slow Rate of Spcil Unnarkablo (livnm ktance. At 5 o'clock last evening the re mains of the late J. P. Donnelly were brought to La Grande by special train from Kameln, where the conductor met Instant death yesterday. The ver dict of the coroner's Jury empaneled by Coroner Folsom, of Pendleton, was that he met death accidentally while attempting to board a moving freight train. Trainmen with the freight sny It had not assumed a very rapid rale of S)ieed, Toing about 10 miles an hour, when tlie accident occurred. It was not a matter of failing to reach the hand rail on account of too much speed, but one of those unaccountable Incidents where, when the task seems I easiest, it Is In reality the hardest. It was a matt-r of losing his hand hold, II is believed. John Ormond, the rear end lirakeman, was standing on the car which ground the conductor to death, lie. saw him go under the ca boose, and knew what the end would be even before tile air had been ap plied and the train stopped. Kcmarknble Circumstance. When friends curried tile mangled remains to the depot, they found the (. civil ' leg near the body with the y'ioe off one foot. ll'incily wore an irdhuiry lace shoe, hut it had been torn away by the wheels, without leav ing a scratch of any kind on the mem ber. The wheels ran squarely over the thigh nf the left leg. as Hie cut was (lean. The lcl'i. aim was se ercd I i about six inches below the , dhow, but with a slamlng angle. The stub was left jagged. Tile face was easily rccomil'alile. Apparently the end of a holt pierced tlie skull in several places. At num erous places the lace was badly bruis ed. Last evening t!ie remains were taken to the morgue, but this inclining were removed to the lioimclly home. !'!!"-!! '!,!l."T"l''.
