Hall set In motion action for a sewer ago system in La Grande, presents a panacea for the general fund strlngen cy, asks changes in the method of pay. ing city offlicals, and touches upon other salient points In the city's ad ministration. The message follows In full:. The Mayor's Message. If you saw fit to adopt It, prove of assistance. Section 82 of the charter empowers the council to refund the outstanding warrants against the general fund by issuing timp warrants payable at stat ed times in the future, the' rate of in terest not to exceed 6 "per cent per an num, or as much less as the council shall determine. Under this provision a sufficient number of 'warrants of the denominations of say $5000 each or of a less or greater amount if thought better, payable at intervals of two years, to wipe out the floating in-' could be sold. For the purpose of paying these war rants when they become due, a sinking f'jnd could be created by an additional if v for that purpose and for the pur posj'of meeting the interest payments, th9 special Interest fund could be suf ficiently increased. Those receiving warrants on the gen eral fund nt the present time are not able to realize more than 95 per cent for them. The result is that the city Is compelled to pay for labor and ma terial from 5 to 25 per cent more than If the warrants were worth par. Af ter paying this Inflated price for every thing we buy. we still pay 8 per cent Interest on the fac value of the war rants. This Is not a new condition of things, warrants being at the present time worth as much In the market as they ever hare been. I am convinced that some such plan as above suggested is feasible, and I believe It is our duty to give the mat ter earnest and Immediate attention. Another matter to which I wish to es!l your attention Is the manner In which rH" officials tire paid, The wa ter superintendent Is paid by warrant on the water fund, which Is worth 100 per cent. The street superintendent, recorder, marshal and deputies are paid by warrants on the general fund, worth at best 95 per cent. It is my opinion that all these men earn the amount of their wages In full, or none do. , I believe it would be only fair If this council would amend certain ordi nances n existing and provide that all the oflicals be paid on the same basis. . ' I ; would again call your attention to the sewer question, and suggest that the city surveyor be Instructed to make a survey, If only a preliminary ono, for the purpose of determining where and bow the city can get rid of It sewage. I believe this to be a atter of greater tportance to this city than any other at this time. La Grande Is too larga a town to go on year after year allow ing Its tilth to accumulate in the midst of Its people a menace to the iublo health, which increases in degree a time goes on.
