West is president of the United States National, soon to open for business in this city. At the di rectors' meeting which was completed last evening, Mr. West was chosen as president, and William Miller as vice president. The selection of T. J. Scrog jin, now assistant cashier of the Eastern Oregon Trust & Savings bank, was officially settled at the same meet ing.
