Of the 20 measures to uu awi v. 19 of them either tend to Increase the cost of government and taxation, or they are private schemes or the ex periments of doctrinaires. The amend ment to have all stnte and national elections come on tho same day is the only proposition that has. the merit of economy and sound public policy. The following 10 measures tend to In crease the cost of government: 1. Legislators' pay raised from S3 to )0 per day. Scattering the state institutions throughout the atate. i. Increasing supreme court judges from three to five. i. Working country prisoners and creating salary for guards. 6. Appropriation to build armories for National Guard. 8. Woman suffrage." 7. Corrupt practices act. 8. The recall by special elections. . . Changing system of indictments. 10. County prohibition of the liquor traffic. Tho following are private schemes or fads: Sheriff working prisoners any where. Free passes for state and county officials. Upper Columbia fish bill. Lower Columbia fish bill. Local exclusive government In cities. Single land tax. compelling legislators to vote United States senator. Proportional representation. Creating county of Hood river. The proposed appropriation 1125.000 for the university of Ore gon comes under the head of Increas ed expenses, but It has the merit of being a worthy Institution In the In terest of higher education. The first 10 mentioned above. If carrledafflrm- atlvely, will Increase the taxes with out compensating benefits. Tha first four mean Increase of officers and sal aries. There will be no end to armor. les and log-rolling by the different lo calities In the stnte when this scheme gets started as noted under No. 6. Woman suffrage doubles the cost of registration, conducting elections and more thnn doubles the cost M candi dates to get the women out to vote, without chnnglng the result for the better. No. 7 Is a cumbersome, costly and complicated proposition of 5J long sections and wilt require every candi date to hire a lawyer before he can proceed for his nomination after put ting up blood money to the stnte for the privilege of havlnu his name on the ballot. No. 1 means the cost of special election every time some political op ponents get It In for some official. There Is a better remedy now In force under our present laws. No. I means all kinds of delays and added expenses for tha county. Tha present system has many things to commend It and district attorneys have to prepare and present all the matter for the grand Jury, anyhow. No. 1 meana at least 120,000 addl tlonal taxation to make up tha deficit for no license, water rents, etc., In the towna and county. Those measures under the head of "rrlvata Scheme and Fads" need ao comment, but should all be voted down except creating tha county of Hood River. No county can now be divided or created except on tho pop ular vote of tho voters of tho whole state, and as all the people Interested la this division are favorable to It. tho whole people of tho stato should grant this request W are continually adopting meas ures to Increase and double op the the best results.1 , , t When Mr. U'Ren was hero lecturing the following question was propound . w ; '"1n " the reform legisla tion that has been ndopted in Oregon during the past number of years, what measure of rxilj-f has been pro vided for the taxpayer?" He answer ed, "Nothing, And this Is true, my friends, besides most Of the measures to be voted on at the coming election have for their chief purpose Increase of the burden of taxation. Everybody can figure out the number of boards and commissions that have been cre ated with high salaries and emolu ments, the trebling of the cost of our election machinery until we have a ballot the size of a blanket and only a small proportion of the electorate have the time or Inclination to Inform themselves as to the merits of any given measure, especially when they are so numerous and complicated. This method of "riding a free horse to death" will have a tendency to dis credit the Initiative and referendum when. If these principles are used properly they are great and splendid Instruments reserved by the people to protect their rights and liberties. All these fads, and waste of money, and Increase of taxation should be voted down and only the measures of unquestioned, merit should be adopted at the polls on the first day of June, nevt. ' J. B.
