SELDER Mayor Johns returned from Wash ington Friday night, and has a good word to say' for the federal district and Its possibilities, according to the Baker City Democrat of Sunday. That there will be a judicial district with a full complement of officers, that is, a Judge of the Second district, clerks, marshal, etc., we need not expect, but Mayor Johns together with Mr. Murphy Hays the committee will grant us a district court of the United States sitting at Baker City,, presided over by Judge Wolverton, and his corps of court officers. If the city will ac cept this measure for the present, as modified, he thought such a bill would be passed at this session. The mayor said that the committee was very much Interested In what they had to say regarding distances and the time consumed In travel from this city to Portland and they (the committee) were very much Interested In the showing made as to this phase of the case, and indicated that it was an Important element in determining them to consent to the sitting of a federal court In Baker City twice a year.. The mayor said that Senator Ful ton had twice Introduced and caused to be passed through the senate a, bill creating a sew federal district located at Baker City, and in his opinion was sincere and loyal in his support. Mayor Johns spoke with some heat regarding the knockers in Baker City citing the fact that this was the only city in eaRtern Oregon for which there had been secured an appropriation for a federal building site. This was secured by Congressman Moody, for whom the knockers of Baker Cltjr took off their coats to defeat. He said Baker was the only city In eastern Oregon agreed upon In the senate bill as the seat of the federal district, and this was accomplished through the efforts of Senator Fulton, that there were 14 dominating men In the United States senate, and Senator Fulton was one of them. v The efforts made to change the site of the federal building will have no effect whatever, the matter sent from here to Washington was misleading and really showed that the present site for the federal building was In a swamp. This has had no Influence whatever In the plans of the govern ment, which are now being prepared for the building and for which the estimates will be completed by April 1 and the contract likely to be let not later than June. The Public Library. While In the east Mayor Johns went to New Tork and had an Interview with Mr. Carnegie's private secretary and received the assurance that Ba ker could secure the further gum of $2500 for the new building upon proper showing that will be required and the details of which Mayor Johns will lay before the council. He was Interested In the statement made to him that Mr. Carnegie has been Inter ested In the building of over two thousand libraries throughout the world. I am not so sure of it now as I was. In. fact, I have no Idea who will be the nominee. A Word for Mr. Murphy. Mr. Murphy was of Inestimable val ue to me In the work he did before he arrived In Washington, having had to visit a number of cities en route for the purpose of gathering support for the bill from men whose Influence he was advised to secure. I heard from his work all along the line, and after his arrival In Washington he gave me most valuable support and assistance.
