Guthrie, Okla., Feb. 17. Oklaho ma's new law by which bank deposits are guaranteed become effective today. Under the provisions of the act, each state bank is required to pay to the state banking board a sum equal to 1 per cent of its average deposits. When ever this sum Is depleted it will be in creased by further assessment. When' ever a bank falls the state bank exam lner will forthwith pay the. depositors from the guarantee funds held by the banking board. These payments be come a first Hen on the assets of the defunct bank. National banks are not required, under this law, to come under its pro visions, and probably could not be; but they are permitted to do so If they wish, under a plan to be agreed on between the state banking board and the controller of the currency of the United States. News via London to the effect that Russia Is mobllls Ing Its Caucasus forces at Batoum taken In connection with Saturday's report that Russia is assembling troops at Kief and Odessa, Is taken here as indicating that very serious developments are pending in the Turko-Russlan difficulties. All - the czar's frontier forts are being rein forced and a military road leading from Batoum to Turkey Is closed to all, unless a special military order Is Issued for travelers. Turks Called to Arms. The Turkish army reserves In Van, Mush and other Asia Monor military centers, have been called to arms and are now rushing towards the RuRslan frontier according to reports received from Armenia. Seattle, Feb. 17. The Merchants' Exchange today received a wire from Neah bay, stating that a lifeboat of the Emily Reed, which was wrecked off Bay City, Ore., last week, had come ashore with one mate and two sailors aboard, and carrying the body of the cook, who died from exposure The boat came north a distance of al most 200 miles from the scene of the disaster. It was propelled entirely by the current. The three arrivals were cared foi at the light house, and will be sent to Seattle tonight on the steamer Bel- lingham. Lumberman Paulsen Suffers Heavy Ijohm at Hands of Burglum. Portland, Feb. 17. The home of John Paulsen, the well known lumber magnate, was entered late Saturday night and robbed of Beveral thousands of dollars' worth of Jewelry. The thieves then entered the home of Paul C. Bates, near the Paulsen home, anil secured almost a thousand dollars' worth of Jewels thereA The robbery was kept secret by the police until today. Salemt Ore., Feb. 17. In a letter to the Salem Capital Journal Senator Jonathan Bourne again reiterated his belief that President Roosevelt would be the republican nominee at Chi cago convention In June. Senator Fulton has declared his belief that W H. Taft would be the man, although h ntlmnt In tti annh la ttiat P C. Knox might land the prise for the ' Pennsylvanlan. Bourne said: "Taft will not be nominated. In my Judgment Roosevelt will b nom inated. Too many 'favorite sons' are opposed to Taft, who Is not popular in his own right. Public opinion will stampede the convention for Roose velt." Senator Fulton has said: "Taft sen timent Is growing In the east It looks as If his nomination Is certain. Thus it will be seen that what Bishop O'Reilly understakes he accomplishes. ' To lay the preliminaries for a new school building and a new church in La Grande was ths real object of ths bishop's several days sojourn In our uuy ait ime time, ue is meeting witn enthusiastic support for the La Grande church and a definite plan will doubtless be consummated before he takes his departure tomorrow eve ning.
