According to present plans the courtmartial called bv Gen. McCaskey, commanding the De partment of Texas, will convene at Fort Sam Houston on Monday next for the trial of Major C. W. Penrose and Capt. E. A.Macklin of the Twenty-fi th Infan try. The specific charges against the two officers are conduct to the prejudice of good order and discipline in failing to ex ercise due diligence in preventing rioting at Brownsville last August. Colonel George L, Brown, eomir.anding the Twenty-sixth Infantry, is president of the court, and First Lieutenant Charles E. Hay, Jr., Twenty-fourth Infantry, act ing judge advocate of the department of With one exception the court is composed of officers attached to the department of Texas. The exception is Major E. IX Hoyle, artillery corps, who was especially detailed by the chief of staff at Washing' ton to complete the quota of the court. The court-martial proceedings will be of great interest, as they are expected to develop all the facts connected with the growns villa raid and to settle beyond con troversy whether colored troops took part in it. The trials will be conducted in ac cordance with the laws and the regula tions, and all witness js will be sworn and be subject to cross-examination. I. O. O.
