to present plans the courtmartial called

trial of Major C. W. Penrose and Capt.
E. A.Macklin of the Twenty-fi th Infan
try. The specific charges against the two
officers are conduct to the prejudice of
good order and discipline in failing to ex
ercise due diligence in preventing rioting
at Brownsville last August.

The court-martial proceedings will be

develop all the facts connected with the
