COMMITTEE'S REPORT La Grande. Oregon, Nov. 21, 1906. To the Hon. Mayor, Common Counci1 of tit City of La Grande. Gentlemen; We.-your Special Water Committee, ap pointed and instructed to employ the city engineer of La Grande, Oregon, to make , and complete a preliminary survey for a pipe line from Beaver Creek to the city reservoir, for the purpose of obtaining an and dam a fourteen (14) inch pipe is sug gested ta start with and gradually re duced, according to head pressure, to eight (8) inches for the final terminus; that the length of said pipe from the point of intake to the reservoir is eighteen and fifty one hundreds (18.51) miles; that the final terminus is an eight inch pipe, steel, delivering the water into the reservoir, from the top of the hill, and capable of sustaining a five hundred (S00) :b. press ure per square inch. That the p'ans and specifications, as above described, have been prepared with the idea in view of delivering at the reset - voir at La Grande, two million gallons of water every twenty-four hours. That the cost of the plant complete, as prepared and set forth in these plans and specifications, including telephone wire, keepers house, delivery of material, pur chase of material, clearing right of way, digging ditch, laying pipe and backfilling tne aitcn, etc., is one hundred forty six thousand ond six hundred and twenty three dollars ($146623.00). That in the estimate of the cost re ported above, we further report that the ler and have followed hit work, both the field and inspecting his report care fully, we however submit to the council that it might be well to have this report examined by some engineer or firm of engineers, with the view of getting any additional information that would be of benefit to your honorable body and to the tax payers of the city. In view of that we suggest the names of the following re liable engineers: Young and Kelsey, Ell iott & Scroggins, R. S. Greenleaf, N. A. Grondall and Municipal Engineering Com pany, and Coats Engineering Company, a1 1 of Portland, Oregon, and Chas. W. All wood pipe with the exception of 600 feet of 12 inch and 7000 of 8 inch. The dam at Beaver creek i estimated to cost $44,602 leav ing the cost of the pipe line $102,021 which allows $20,000 for hauling, $4,000 for clearing, $2,500 for roads. $1,000 for telepho e link . Pick ler, has submitted, for our inspection, his plans and specifications and estimates of cost of construction of said pipe line, as rt4wed for the purpose of conducting the waur of Beaver Creek from the point of intako to the city reservoir, said plans and specifications and estimate of cost are filed herewith. We learn from the plans and specifica tions that it will require a dam to be put in on Beaver Creek, of the height of about fifteen feet, where the water is di verted; that from said point of diversion of future engineers, advertising for bids and bonds and incidental expenses necess arily connected therewith. That in the preparation of the survey, maps, profile and costs of construction presented herewith, and prepared by Mr. Pickler, the city engineer, we have found Mr. Pickler to be thorough, painstaking and competent, and that we believe the cost of the construction as shown oy the annexed report, will cover every point and complete the line as designated in this re port and without additional expense other wise than suggested. We have not con sulted any engineer other than Mr. Pick- CANADIAN PARLIAMENT ASSEMBLES (Scrlppt Newt Association) Ottawa, Nov. 22 In accordance with proclamation. Parliament assembled to day. There is very little difference in the complexion of the House since last session. The corserva tives havs lost one seat in Ontario aud the government has an independent lib eral instead of a straight liberal in the province of Quebec. The mayor called the attention of the dispatcher to the fact that threats have been made to forcibly remove coal from r.nrs oassing thru La G.ande depositing the cash for same with depot agent, The mayor put the proposition up to the END Of THE WORLD (Scrlppt Newt Asaociatlon) New York, Nov. 22 Dr. Herman C. Menkel of Denver, and hit wife, are here and will tail for Calcutta, India in a few days. Dr. Menkel states that he it going to India to warn the people that the end of the world it at hand, and he it going to prepare them for the immediate coming of the Lord. Dr. Menkel hat given up a good practice in Denver to deliver the message which he considers he has re ceived from the Lord. A STEAMERS COLLI DE (Scrlppt Newt Association) Cherbough, Nov. 22. As a result of a collision of the steamships Kaiser Wil helm and the Orinocco, both vessels put into this harbor for repairs. It it learned that thirteen are dead or missing. Each captain places the responsibility of the accident on the other. Four steerage passenger, aboard the Kaiser, were killed, and four of the Orinocco crew Some of the passengers on the Kaiser are missing. STEAMfR RAMMED (Scrlppt Nwt AMOclatlon) Portland. Ore. NEW ROAD FOR THE SOUTHWEST (Scrlppt Na Association) El Pato, Mex., Nov. 22 -The Dawson, El Paso and Southwestern, recently in corporated by the Phelps Dodge Co.. is to extend from the coal camp of that firm at Dawson, to Corona, on the El Paso and Southwestern. The line has been fully surveyed and it is now announc ed that work will be commenced immediately. Received All Relief Donations (Scrlppt Newe Attoolatlon) San Francisco, Nov. 22 An official reply wat made today to the charges that a million dollars of the relief fundt were either diverted or stolen. It it declared that every cent it accounted for except $1,085. from Searchlight Nevada, and two hundred from Baltimore. The high wind blew down a wall of the pumping station, which injured tht engine and slop ed tht machinery. The station suffered a loss of fifteen thousand.
