This money has been raised by a special tax levy; you have paid your water rents and each of you have paid, accord nj to your property valuation, your share of t,s $40,000 cVc You have an, old plant that is only a question of time when the remains and laterals will have to be replaced with new and larger pipe. Part of the bonds against the water system are being refunded now. Had this city water water works been owned and operated by a private corpor ation it would be expected that it would piy interest on its bonds from its earnings, and besides it would be expected to pay a profit to the owners and pay taxes' and other fixed charges that do not apply to a municipal system. In addition 13 this a private concern would have to accumulate a surplus to make extentions and better ments and replace the worn out parts. These matters of the past and present are referred to in order to show what may be expected in the future under like conditions. The pumping station has had much to do with creating the annual deficit which may be partly overcome by a gravity plant. The committee of the council together with the mayor and suveyor went on a three days exploring expedition up beaver. creek. We fotnd ample supply of water for many years to come. The measure ments we took at the place of diverting this water from the channel show over one hundred miner's inches or over eighteen hundred thousand gallons per day at low water mark. This will supply a city of 25000 people without reserviors. We ran levels and ascertained the point at which the water must be diverted to cross the saddle back of the divide. The scheme to run across country around the heads of small streams run ning to the river, is feasible. For about the first 8 or 10 miles the water can be conveyed in low pressure pipe or wooden boxes. The basin of Beaver creek is not extremely large nor is the altitude high compared with the mountain ranges back of it, but its loca tion and formation and conditions are such as to make an ideal water shed and permanent water supply. The mountain sides are mostly covered with shell or broken ledge rock, so the waters from the melting snows percolates down through them and does not run away with the spring freshets, The uplands, foothill and valleys are covered with a deep ashy soil, the result of an ancient volcano. This acts as a huge sponge to absorbe the waters and hold them in reserve. The basin is all covered with a dense growth of black pine, tamarac and balsam so that in many places the sun never shines on the ground. In this basin containing perhaps 64000 acres there has been only two homesteads taken; the balance is in the forest reserv and upo- application of the city the Gov ernment will make of it a permanent re- serve as a water supply for La Cranc'e for all time. This reserve and this water supply should be secured at once. The committee will na doubt report fav orably and a special session of the council should be called to place a corps of sur veyors in the field to make a preliminary survey and ascertain the distance and probable cost. Then on the report of the surveyors when we have all the plans and sufficient data to shape up a proposition, a special election should be called to vote on bonds to raise the mo ey to construct the line nu secuie an iigol. This may seem like rushing things with too much haste, but when we consider that we should have this water in here be. fore low water next season, there is nc time to be lost. We voted to refund the old water bonds five months ago and we have qnly reached that stage of the proceedings where the bid on the bonds has been accepted and it will take several months before the deal is completed. A foracast of the proceedings in this case will be about as follows: If a special meeting is called, and a favorable report of the committee is accepted, it will take some time to get surveyors in the field, and it may take 30 days to complete a survey extensive enough to furnish the desired information. We have to secure a permanent reserve and such other rights as may be needed. It will take some months to float the bonds, and we ought to have everything in shape to commence construction the first thing in the spring when the ground is soft and it should be finished before the water is low or early in July next year. These are only the ideas of one man while hundreds have to be consulted and convinced that this project should be car ried out. ' We do not want to fail by reason of not having plans fully matured so every one can vote intelligently; we want the bond issue to carry at a low rate of . interest, and want a system constructed perman ently and economically and in plenty of time for next season's supply, therefore it it necessary to crowd things even if it doss ?eem hasty. A system of water works, a permanent supply and a forest reserve like herein contemplated is worth more to the inhab itants of La Grande than any other thing, not excepting the land on which the town is bu It. noping tnat things may work out as smooth in fact as a pencil pusher can work it out on paper is the desire of Yours Truly, J.
