It is reported that James Q. Blaine once said that the highways and byeway of public life are strewn with the corpses of those who wrote letters to the people. ' Times have changed somewhat since the "Plumed Knight" was in the zenith of his glory. The people are no longer satisfied with the secret machinatort .of of machine politic that has brought such discredit on us as a nation. The slogan has gone forth that we require publicity in public affairs, that we must have honest men in nfflrn that rh "Muck rake" must be used to clean out the filth and corruption from business and politics, and that the grafters and corruptionists must be punished. A certain amount of secrecy is necess ary to ferret out, matters and abuses that need to be corrected, but in the conduct of public business where the people money is being spent, secrecy is only a cloak to cover up the crookedness. At the suggestion of friends it is the intention of the writer not as an official, but as a private citizen to prepare for publication a series of articles touching on important subjects to the welfare of our city and country. In this introductory I will briefly sum marize some of matters that may be profitably discussed. The Observer has several times request ed a public expression from any of our people on any subject that may be of inter est and the only testrictions imposed are that communications must be signed and the subject matter must not be objection able. The articles I write may be open to criticism, they may call forth comments that are adverse or favorable, butin the crucible of public discussion we will find the great measure of safety for our interests, pr vided the subjects are dis cussed and not the peculiar shortcommings of the participants. Heretofore we have had several dis cussions of public questions but unfort cnately they degraded into personalties and a desire on the part of the writers to regal the public with matters of private animosity. About the most hnporta-t subject that might be discussed is the desirability of an united people all pulling together for the general welfare and for La Urande against the world. The matter of a pure supply of water conducted through a first class gravity system need not be discussed as to whether or not we are in need of it as to the ways and means of getting it. W need a new City Charter and a revision and codi "cation of our ordinances This matter has been under consideration for several years without assuming any tangible form. The scavenger regulations of this city are in a deplorable condition till La Grande has the name along the line of being the dirtiest on the list. In this connection we are confronted with the sewer problem and dump ground for sarbace and a dace to dispose of dead animals. We might take up the question of the many fire traps in the city and the unslightly and tumbledown, old. sunburnt shacks. Street grading, civic improvements parking the margin of the streets, open lawns vs cow herds, cement or new lumber sidewalks and police regulations mieht be written up for publication and all who felt inclined might join in the discussion if the subjects are discussed and not the people with varying ideas. Then there art questions of public policy of promoting enterprise of advertising and last, but not least of cleaning out the i (raft and corruption from our body politic, and in the future have ajminist rations that are up to the highest, stand ard of honesty and efficiency and a people with a unity of purpose that will make La Grande truly the metropolis of East ern Oregon. D., July 31. -Today is the opening day of the Red River Valley Exposition, the greatest state fair ever held in this state. Hundreds of visitors fron all parts of the state are here to at tend the fair which will last four days. The agricultural, stock and poultry ex hibits are very creditable and there are many interesting special features not or dinarily found at state fairs. The racing program is also unusually piomisinc.
