The City of La Grande does ordain as follows: Section I The recommendations of the Finance Committee in it report sut mitted to the Council, and by said Coun il at iu regular meeting on the 20th day of June. 1 906, together with forms submitt ed with said report, are hereby adopted, and all city officials are hereby required to use such forms in the transaction of all city business. Sbction 2. That the Mayor and Re corder ar hereby instructed and ordered to enter into a contract with Glass and Prudhomme in the sum" of $319.20 for the purchase of the books and files re commended by the Finance Committee and in accordance with the bid made by Glass & Prudhomme, and this day accept ed by the Council. Section 3 That for the purpose of carrying into execution the recommenda tion of said report and systematizing the transaction of all city business, the following departments are hereby created and defined: ii' 1. Section 8 Any City official, subordinate officer, or other person duly authorized, wishingttojotaln either labor, supplies or ma terial at the expense of the City, shall first make a requisition therefor to the proper Department, which Department may- authorize the purchase of such materia or supplies, or the employment of such labor as shall be necessary to carry info affect any existing contract, or to per form any necessary duty on the part of the City of La Grande, unless the total costs therefor to the City shall exceed one hundred Dollars when euch purchase or employment shall be made by ordinance. SECTion 9 Such requisition shall be signed by the Official or peison in charger of such work, and counter-signed by the chairman of the Committee in charge of the Department authorizing the purchase or such material or supplies, or tne em ployment of such labor and such requis ition shall specify the class and kind of material, eupplies or labor required, and when and where the same shall be used Said requisitions to be made in duplicate by the Recorder, the original to be signed by him and the duplicate to be kept file in Recorder's Office. Section 10 This Ordinance shall be full force and effect from and after the 12th. day of Julv, 1 806, and published in one issue of the Evening Observer."
