July 2 Considerable sen sation has been caused by a report from Columbia, published in "La Somana". a Spanish Weekly, which states that the Bogota government has in contemplation a project for an inter-oceanic sea level canal through Dacten, a modification of the original plan of the Atrato Trua-do route. According to the private advices which bring thjs information, Columbia has been assured of the co-operation o various sister republics of Latin America The plans for the canal do not present any new engineering problem. More than half of the total cost, which, it is estim ated, will be about $70,000,000, would be forlabor, The laborers will be soldiers of the Columbian army and contingents of soldiers from the other republics interest ed in the project, each country to pay its own men as if they were in actual service. This co-operation is to be baid for by shares of the sthek of the canal and by certain franchises. It is said that, as the canal wculd be an inter-American undertaking, and as it is wished to take precautions against any possible interference in its neutrality or the territorial integrity of Columbia, the project will be submitted to the Pan American Congress at Rio de Janiero un der the section of the program referring to improvements of traffic facilities. The canal, it is believed could be finished by 1912, and President Reyes has hopes that the necessary cacital will be avail able in Europe. The depth of the Atrato and Truando rivers along the parts that would be used is from 35 to 40 feet. There would be twenty-one miles of excavation and a tunnel, two and three quarter miles long. Diego Mendoza. Columbian Minister the United States, who is at present staying in this city, was asked adout this report, but stated he had no official knowledge of it. Nevertheless the pernor is finding ' many believers in pilitical and financial circles of this city. CELEBRATING DOMINION DAY (Scrlppa News Asnnolatlon) London, July 2. Today is Dominion Day and as customary will be celebrated with a banquet. The banquet which will be given at the Hotel Cecil, will bo pre sided over by Lord Strathco 'a, High Commissioner for Canada. Sir Henri Elzear Tascheioau, Chief Justice of the Supreme Court of Canada, Sir Charles Tupper, the Duke of Mar borough, all the agents gen eral of Canada, Sir Henry Edward Mc Callum, Governor of Natal, the Hon. George Henry Murray, and the Canadian delegates to the Congress of Chambers of Commerce of the Empire, which is soon to open, will attend the banquet.
