This fact s!-ows that the gov ernor considers Judge Ramsey good material for the highest judicial position in the state. .The appointment of Mr. Ramsey would doubtless meet with the approval of the people of this district wit.iout regard to party considerations. He would doubtless discharge the duties of the Judgship with ability, efficiency, and faithfulness. . Th s is an important oSfi;s. and should be given to a man of character, and excellent qualifications, Having been elected a Justice of the Supreme Court, Judge Eakin will resign the Circuit Judgship of this district with in the next six months. This will create vacancy in the Circuit Judgship that will be filled by appointment of Governor Cfiamberlian. The appointee will hold the office until the general election, which will be held in June, 19:8. While the office of Circuit Judge is a judicial, and not, a political one, it is probable that the appointee will be a democrat. We do not know who will be aspirants, but thore may be several. Dan. W. Sheehan of Enterprize may be an aspirant, but we do not know that he will be. J, D. Slater may aspire, but having had a twist at the district attorneyship recently, he may not enter the arena. It has been suggested thatT. H. Crawford may be a candidate, but this is not certain. Through his influ ence largely, the governor appointed his son distiict attorney of this d strict, and it is hardly probable that the governor wbuld be willing now to appoint the father Judge. Not all the plums on the guber natorial tree for this d rtrict should be given to one family. William M. Ramsey may be an asp rant, but we have no authority to announce that either of tha lawyers above nam&d will oe aspirants for the juJicial vacancy. Mr. Ramsey is almost a native Oregonian. having been a resident of this state since infancy. He has long been recognized as one of the best lawyers in this state, and ha has had an extensive practice in tha Willamette valley and he has be6n a resident of thi county the past four yaars, He was elected county Judge of Yamhill county at the age of twenty-three. He has held the office of mayor in the cities of Salem and McMmnville. His fitness for high judicial positions has been recognized by his party several times. In 1898, he was nominated by the State Conventions of the Democratic, the Populist, and Silver Republican parties for the Justice of the Supreme Court of this state. He made the race against Honerable Frank A. Moore, and he ran ahead of the majority of his associates, and carried Union County by a good majority, but was beat en. In 1900, his party again nominated him for Justice of the Supreme Court, but he declined the nomination. When Gov ernor Chamberlain was considering the matter of the appointment of a Judge of the Supreme Court to succeed Justice Wolverton, resigned, he gave out publicly the statment that he would appoint either Judge Hailey or Mr. Ramsey and said that both were excellent material f r that The tremor caused by reports in Wash ington that one or two state courts of the West had ruied that the Government at present nad no authority to prevent stock grazing on forest reserve, or enforce regulations requiring pay for the license or of a prohibitory nature, is not seriously disturbing the Department of Agriculture officials" who believe that the interpreta tion of the law would be upheld by the United States Supreme court. If the matter is agitated materially, arrange ments will in all probability be made for an appeal to the highest tribunal.
