Another effort is being made to secure a convenient and serviceable postal note, for sending through the mails small sums of mony. A bill authorizing this ha bean submitted to congras by - th post master-general. Postal notes are among th thing we need and th bill should by all means be given careful consideration at the present session. - The postal notes would take the place of stamps and loose money in letters -and would be safer be cause not transferable. They would be less expensive than the present money orders, no fee being 'charged, up to 1 0 cents, and probably not over 2 cents for the highest denominations, and the notes would displace money orders only for sums up to $2.50.
