To the Honorable County Court of Union County, Oregon: In order to ask intelligently It will be necessary to make some sxplanations. Ws live in s part of the county where the main industry is fruit growing, and where good roads are of the utmost im portance; as one rock or chuck hole may cause the loss of many dollar.s worth of fruit In one season or even on one load. This applies more particularly to the eastern half of District No. 25, but if it fits any other part of the county, they are welcome to use K. Now the people hers are as a rule, all good first class citizens, willing to do their part in making good roads. Now th it.iiMnn hanoens to be this: During the year 1905 the eastern half of this district has had almost absolutely no work at alL . , And very few of our people have been asked for work or money. Of the first sixteen men I met of working age and property owners, one had been asked to work and had worked, two had been told to go and work when they got ready, but neither had ever got ready, . the oher thirteen had never been spoken ' to sbout roads. And a former road overseer who is wsll acquainted with all the people, makes an estimate that this district has lost (by failure to work) about three hun dred dollars, last season (1906), unless it can still be collected. .And even then quite s number have moved away, three of whom I know lived within one half mile of my house, which would be nine dollars which is absolutely lost ' Now Honorable County Court why is this condition allowed to exist? Also if all this Work or money which is reported delinquent Cannot be collected, who will refund to this district or to the county all this lose? Now Honorabls County Court you wsrs notified as to the above eon ditions at the January term of court and still you reappointed the same road over seer, snd I haVe been told, against his will. Does that imply that you are per fectly satisfied with conditions here? It seems to be a mooted question as to whether road poll tax can be collected when due. : if it cannot then we art left three hundred dollars short with bad roads and water following center of roads down these side hills and a general bad state of affairs. But if it can and is col lected, then is it not an imposition on the people to force them to do two years work in one, or pay double when they were ready and willing to work? Also is it not a waste of time aad money' to let the roads go over a year? Does net. the maxim "a stitch in time saves nine" apply here? Of course we understand that the court desires us to ask" by petition. for whom we want for overseer. "We will sdmit that the law is bad and that they should be elected. But ae It is, Is it not s fact that the court has been entrusted with the business for the people? If we could by publio meetings or otherwise look after all our business we would have no need of a county court . 1 would also ask the Hon- County Court in regard to another matter.
