(MO TO ROAD MATTERS
One cf (eve's (XMyiuM tm a Vital questions
-Answer ' : 1
Cove, Ore, March 4, 1906.
To the Honorable County Court of Union
County, Oregon:
In order to ask intelligently It will be
necessary to make some sxplanations.
Ws live in s part of the county where
the main industry is fruit growing, and
where good roads are of the utmost im
portance; as one rock or chuck hole may
cause the loss of many dollar.s worth of
fruit In one season or even on one load.
This applies more particularly to the
eastern half of District No. 25, but if it
fits any other part of the county, they are
welcome to use K.
Now the people hers are as a rule, all
good first class citizens, willing to do
their part in making good roads. Now
th it.iiMnn hanoens to be this: During
the year 1905 the eastern half of this
district has had almost absolutely no work
at alL . , And very few of our people have
been asked for work or money. Of the
first sixteen men I met of working age
and property owners, one had been asked
to work and had worked, two had been
told to go and work when they got ready,
but neither had ever got ready, . the oher
thirteen had never been spoken ' to sbout
roads. And a former road overseer who
is wsll acquainted with all the people,
makes an estimate that this district has
lost (by failure to work) about three hun
dred dollars, last season (1906), unless it
can still be collected. .And even then
quite s number have moved away, three
of whom I know lived within one half
mile of my house, which would be nine
dollars which is absolutely lost '
Now Honorable County Court why is
this condition allowed to exist? Also if
all this Work or money which is reported
delinquent Cannot be collected, who will
refund to this district or to the county all
this lose? Now Honorabls County Court
you wsrs notified as to the above eon
ditions at the January term of court and
still you reappointed the same road over
seer, snd I haVe been told, against his
will. Does that imply that you are per
fectly satisfied with conditions here?
It seems to be a mooted question as to
whether road poll tax can be collected
when due. : if it cannot then we art left
three hundred dollars short with bad
roads and water following center of roads
down these side hills and a general bad
state of affairs. But if it can and is col
lected, then is it not an imposition on the
people to force them to do two years
work in one, or pay double when they
were ready and willing to work? Also is
it not a waste of time aad money' to let
the roads go over a year? Does net. the
maxim "a stitch in time saves nine" apply
here? Of course we understand that the
court desires us to ask" by petition. for
whom we want for overseer. "We will
sdmit that the law is bad and that they
should be elected. But ae It is, Is it not s
fact that the court has been entrusted
with the business for the people? If we
could by publio meetings or otherwise look
after all our business we would have no
need of a county court
. 1 would also ask the Hon- County
Court in regard to another matter. At
the close of the season Of road work in
1904, you were handed with the out

going road over-seers report: a list of
petitioners for a new road in this district
about ons half of whom had
, day on said road,, snd next spring when
we desired the others to work, we were
notified that the list while in your poss
ession, had been lost
Then when I notified the court and also
our over-seer that 1 could name a major
ity of those who signed the petition, and
who would not deny their names , or rs
f -jse to work, also a' number who had
agreed to volunteer a days work, and
asked that they be worked, the mnr
j was simply ignorsd.
' Now Hon. Countv Court whfl nam fn
this loss? Probably $30 or $40 worth
of work which should have been placed
on this new road.
f 1 Again i ask, wnile we are usms a nau-
flnished road, whs pays for the loss?
Then I will further ask the Hon. County
Court who is to blame for the lost - of
that list which cost us so dear? If no
one is to blams I would -ask if the Hon.
County Court recommend that an office
be created, and some trustworthy person
be elected to take care of important tn.
- t- r
ere and documents that ' may come in
posteison of -the Hon. County Court, and
that he be responsible under bond and

Hon. County Court ws do not with tn
convey any disrespect in the slightest
degree. Bat being a law ahidino &nit
good roads loving people, all we ask is a
-square aeav; . This. C3Urt has dons so
many good things snd on the whale hu
dons so extremely well, that it seems
ungrateful to say any thina to the con
trary. ,
We would riot have you take the fore
going as a "kick,'- but as something
worthy your Jiotice aiSd correction. . .The
people in our district are not kickers, but
they prefer to follow the example of the
late President MoKinley, who "never
scolded a servant for non-performance cf
duty, but simply never asked that servant
to do anything for him again."
With all due respect I am, most sin
perely yours, , ,
'" O. B. Shappat,
. Cove, Oregon. .
The above is written in behalf of aut
a number of citizens of District No. 25.
Published by courtssy of the Observer.
Apropos of the above ws would very
respectfully ask the February Grand Jury,
but more especially the foreman, (as he
is also a road over-seor) a question. We
noticed in your report you advise the
County Court to buy rock crushers, and
build roads only with crushed rock. That
w use sneu rock or wash graveHs a
waste of peoples' monsy.
Now Hon. Grand Jurv. now manv vh
will it take to macadam ths roads of the
county with crushed rock? I hear you
say from IS to 60 vaara. Wall mh.t
shall we do while We are waiting for this
orusnea rocicr wrwt shall we do with
mud holes that continually get deeper,
and gullies down these foot hills contin
