While every enteryman in Ore gon was denied a patent, or even final hearing in his effort to secure title to his proparty. the entire stats fait the gj.ieral imputation upon its name. No heed was given to the strict adherence to the law by aiy person, but because the Secretary f .he-Interior so willed, and because he was engaged in prosecuting law-breakers, every citizen of Oregon was kept for. nearly a year in the light of suspicioned people. Shortly after the land, fraud cases were opened in the federal grand jury, the prosecuting officers requested that no further patent be issued to Oregon men for the time. The excuse given by the attorneys for the government was that the work of catching the offenders was mace more yiuiouib uf !n office open fortnineral, stone timber and homestead patents. After the scope of the government's cases had been outlined by the grand jury reports, and it became evident that the federal attorneys were going to devote their time to convincing in cases presented, rather than to seeking new ones, the senior sen ator urged , the interior department to grant all citizens not In' districts affected by the prosecutions, the right of patent ing thoir land, where the cases were re gular and above suspicion. Commissioner of General Land Office Richards, seemed more ready to acquiesce. . Last December he wrote secretary of the interior urging that the order ' be revoked. ,This letter was daied December 18. Later Senator Fulton saw the president in Derson r. garding thi situation, and explained the trouble inflicted upon . the people of the state In January- the secretary of the interior granted the requests, at first in dicating his purpose of opening mineral patent, and soon after opening all offices. Had it not been for the friendly interest ; C:S,.i:;!cr.;r' F?'-1;;; - t affairs, and probably a word . from the president, the senior Oregon senator would hive been compelled to. struggle on for some time longer before he could have lifted the general badge of suspicion which the interior department's action had placed over the state's name.
