If La Grande could only be thouroughly consecrated to the Hood River spirit. We do need a revival along this line. If every citizen in La Grande and Grande Ronde valley was as enthusiastic and as loyal to this country as the Hood River citizens this valley would increase in population by at least 6000 during this very year. Hood River is everlasting at it in season and out of season. They are regular per ennials. We admire their spirit. It is the spirit that builds homes and industries. If Hood River with their spirit had uch a country to back it a Grande Ronde valley there i no telling what they might do. We take our hat off to Hood River and admire their pluck and activity and trust that our citizens will soon take the same disease. In 1 903 the American owned vessels that entered the American ports had an aggregate tonnage capacity of 3,881,036 tons. For the same year the foreign owned ships that entered our sea ports had an aggregate tonnage capacity of 20,816,666 showing that only about one fifth of our foreign trade was carried in American ships. Of the 43 ocean going steam ships that left Portland with cargoes for Asia but one was under our flag, the others were the English and German flag in about aqua proportion should war break out with England and Germany all ships sailing th ocean under their respective flags will be subject to the hazard of being captured and as a result insurance on cargoes will be at war rates, or about double what it is now. This will make it much more expensive to take our pro ducts to market, if we do succeed in run ning the gauntlet of the privateer from each nation and get a cargo safe in the port of destination. The prosperity of the farmers in this valley will be materially curtailed by a war in Europe between any of the leading tions there. If we had enough ships of our own to carry on our foreign trade with we could feel independent of the quarrels of European states, but as it is the humiliating fact is that we are not independent nation until we have enough ocean going ships to handle our foreign trade. Congress is now considering ways and means to restore the American marine by encouraging ship building in the United States by what is generally called the ship subsidy bill. At the Eugene city election held Tues day, 1000 vote war cast. The issue was whether or not to vote bonds for the municipal ownership of water and electric light plants. The water bond carried by 8 majority and th light bond war de eated by 6 1 vote.
