Senator Cullom is said to have drafted a bill which is to be the basis of the measure to be finally passed by the sen ate. This bill confers upon the interstate commerce commission the authority to make a new rare when the existing rate has been found to be unreasonable, and to fix not only maximum reasonable rates, but minimum reasonable rates to prevent unjust discrimination; It provides that the rate shall go into effect not less than ten days nor more than thirty days after it is formally promulgated. The court are to be made accessible 'for review in case the railroad or the shipper seeks to appeal from the commission. This change in the attitude of men like Aldnch and Foraker, and it is said also to include Elkins. is attributed to the con clusion that the President's railroad pro gram is going to pass the senate by Dem ocratic votes if it rails of general Repub lican support and the senate 'leaders realize that it will not do to allow the Democrats to claim credit for ha vine given the country legislation which it so generally favored as this. --. -. The race against time was the outcome of a discussion which Mr. Saw yer had with Mitchell Blanchard of Marl boro regarding the ability of thefmare. mr. uiancnard claimed the mare could not cover the distance in an hour, and Mr. Sawyer took him and the arrange mnti far thi ree were rr,Je. " i PLANS TO RAISE $1,000,000 .Denver, Dec, IS.V-Tha executive board of the Western Federation of Miners last night decided to submit a proposition to the unions to raise a fund of $1,000,000 with which to embark in th mining business on a co-operative basis. ,The plan is ' said to have each member of the Federation, contribute $10 One of the benefits of the plan, the com mittee believes, will be to give employ ment to members of the union who are deprived of work by reason of the card system in use in Colorado and other states.
