Saturday, March 25, 1905. IS THERE A TEMPTER? Is there a tempter standing close to the ear of President Castro and urging him to dis aster? Not content with the outrage perpetrated on Ameri can interests in bis seizure of the asphalt lakes, President Cas tro followed with a notice to the French cable company, of his intention to cancel the conces sion and ni n the To tbat be has added the actual seizure of the coal mines of Ooanto Naricul which for thirty-three years have been leased to and operated by an Italian company. If . be is merely desirous of a storm he is in line to have bis wishes gratified, but it is difficult to imagine any man in possessisn of bis sober senses acting as Castro is acting, without some one or some power at bis side tempting him and and influenc ing biin with promises of sup port. Either that, or Presi dent Castro needs examination by an alienist. No power can afford to defy the hole world, much less can a South American power afford to defy the world, when the de liance is based on gross breach es of national faith end total disregard of treaty obligations It may be tbat some power is desirous of touting the Monroe doctrine and that Castro him self is a party to the scheme. Whether bis conduct is in fluenced by some world power or is merely the result of gross folly, one thing is evident, tbat trouble is approaobing in Ven ezuelan matters and affairs. It will be properly and conclusive ly met by the United States if the occasion ehonld arise, and it is a pointer in the direction of the needs of a navy commen surate with the power and the dignity of America. Commer cial Tribuue. In the investigation of the character of immigrants to the United Slates, the interest being shown by Rider Haggard is so remarkable as to cause the be lief that it springs from Euro pean desire to ascertain the most available places for dump ing undesirable lots. According to The Philadel phia North American "a real sea serpent has been seen off the oast of Delaware." It adds much to the pleasure to be found in the news that The North American adds that "it has been described by truthful seamen." Now let the ad. man of the summer resorts take courage and sail in.
