Appeal Tribune Wednesday, June 14, 2017 3A Rail Continued from Page 1A No. 6 on a list of eight specific Oregon Shipping Group projects is to “en- hance shortline railroad capabilities, especially in regard to the following: Portland and Western Rail Line; Coos Bay Rail Link; and a possible Albany and Eastern Railroad link to the Willamette Valley Railroad.” Mannix, a Salem busi- ness lawyer, told the Stay- ton council that after ship- ping in the Port of Port- land was compromised, Oregon Shipping Group formed to advocate and develop a vision for im- proving the state’s ship- ping capabilities for im- ports and exports. “In that context, espe- cially because of our agri- cultural economy, our farmers need to be able to ship their product (throughout the) United States and to the rest of the world,” he said. In looking at Oregon’s shipping infrastructure, Mannix said a part of the process was examining 24 short-line railroads to see how they could be better utilized in the quest to for- tify overall shipping. He added that rail- roads can help serve as an alternative to roads and a less-expensive and envi- ronmentally sensitive al- ternative for moving freight, the latter realized by using less fuel and pro- ducing fewer carbon emissions. Mannix also expressed a vision of extending the Willamette Valley Rail- road south of Stayton where it could potentially connect with the Albany Eastern rail, “creating more of a circuit for rail- road capability.” The line did connect to the south more than a half century ago, crossing the North Santiam River south of West Stayton. It also connected in Sa- lem via the down defunct Geer spur that forked on rural State Street just west of Howell Prairie Road. Currently, the line’s only connection with the valley’s Union Pacific mainline is in Woodburn. Harrington said he and Mannix also plan to meet with civic leaders in Woodburn and Aumsville to discuss the railway. Other entities with an in- terest include Oregon De- partment of Transporta- tion. “It was in meetings with ODOT rail division representatives that (Ore- gon Shipping Group) learned about the capabil- ities of the Willamette Valley Railway and needs for rehabilitation of por- tions of that rail line,” Harrington said. “(We) understand ODOT to be supportive of rehabilitat- ing and enhancing the ca- pabilities of the Willam- ette Valley Railway. “ODOT has some con- ceptual plans for making such a connection,” Har- rington said of the south link to Albany Eastern. “I do not recall discussing the connection through West Stayton…but we be- lieve all ideas should be on the table at this point and welcome further discus- sion.” Other railroads Ore- gon Shipping Group has examined include the Coos Bay Rail that links that coastal inlet to the Willamette Valley, and the Portland and Western Railroad, which services much of the west side of the valley, including Inde- pendence, Corvallis and McMinnville, and also runs to Astoria. The bottom line is forti- fying Oregon’s infra- structure for trade is a boon to the economy; for- tifying the railways is a significant part of that. “Most businesses which ship large quanti- ties of goods by truck would potentially be able to take advantage of a re- stored Willamette Valley Railway service,” Har- rington said. “Marion County is planning on con- ducting an analysis of the Willamette Valley Rail- way as to the economic benefits it could provide should it be restored. “I believe the goal is to begin that study in July and to wrap it up before the end of this year.
