Yankton and Bachelor Flat. It is proposed to make tho City of St. Helens a district by itself. This has been largely brought about by the feeling displayed between tbo people 'of nomer.f the other localmej and the i.e. pie of thi city. St.. j lb-lens pays about 40 per centj while tho balance of the district pays M pr cent. This pro rata has existed Tor some lime, not quite so marked as the past two years, but the people of this city are claiming that they pay near ly 40 per cent of the apecial tax es and that not over 10 per cent has been used on the roads in the city. On the other hand some of the other people are claiming that St. Helena is trying to (ret more than its share. So, takintr all thinzs into consideration is has leen suggested, and action has already been started to di vide the district so that the City shall bo in a district by itself. Let us do a little figuring and see whether or not this would be a Rood move. A levy of 3 1-4 mills in the entire district will raise approximately $7500. The same levy in the City of St. Hel ens will raise about $2500. But when it is distributed over the roads of the district it helps to the roads all over the district m good hape. So that taking the same levy the city, from a strict ly selfish standpoint, would le much better olT to be in a dis trict by itself. On the other hand a levy of 3 1-4 mills on the balance of the district woulJ raise lout $5000 which when scattered all over tho district would just keep the roads in their present condition and per mit of gome permanent improve ment each year. If the district is divided the city will get much the better of the argument, for the levy will not have to be near ly so much in order to make the same kind of improvements as are being made now, while the country will have to make a hijrher levy in order to keep up the work already started. But there is another side to the question which should be considered. It is of great mo ment that the roads leading into the city should be such as will permit the farmers to come to town any time of the year, with their produce. The country trade is important to our business life and unless we do our share to ward making it easy for the far mer to get to town he may go to some other trading point. Then it can be argued that money spent by the taxes raised by the property of the city on the roads leading into the city, U money well apent.
