This j u burden to the taxpayer which could bo rcmetJied by pro per laws, but under the present system it am not be helped. As nn example one of the men hold in the jail here was arreted dur ing the first week of November I'jll. ju.st after the Grand Jury had adjourned, and ms the law only provides for a grand jury in May and Octolwr, thU man is held in the jail from November until May before bo can bo in dicted. Under the law a it stood a few year ago, when a man was charged with a crime tr.f liatrict Attorney had authority to summ on witnesses and examine the ca.se and if aul'Iieient evidence was found an information could be Hied by that officer and a nj.evdy trial hud; but th.it law was mended, under tie initiative, and now before a man can pled guilty, if ho wa.u to. or belorv he cm h.ive a trial, ho m i-.t b" indicted by n Ciiund Jury which, in O.'u ubiaCo nty, is only called twice a year. iJurely tiiere is need for an amendment to tain lav.
