UNION PACIFIC EXEMPT. Interatata Commerce Commission Al lows Proteat to 8tand. Waahincrtm. Mav 14. Because It la 2,800 miles from St. Paul to Spokane over the Harriman railway system and only 1,900 milea over th Great North ern and Northern Pacific, the Inter state Commerce commisiion today modified it recent decision in the Spo kane rate case, exempting the Harri man road from adoption of the rate fixed by that decision as to fit. raui traffic. Thia deciaion wa made possi ble only by the fact that no direct line from St. Paul to Omaha was a party to the Spokane caae. The commission, however, ia unwil ling at this time to grant similar ex emption to the Harriman ayatem on freight from Chicago to Spokane, be cauae the Northwestern and Burling ton road, which connect with the Union Pacific system at Omaha, were partiea to that case. However, the mmmi.iinn tiimnorarilv DortDonea it order as to Chicago-Spokane rate over the Union facinc, giving th Harriman road opportunity to establish new ratoa from Chicairo to all territory be tween Pendleton and spoxane. California Enter Protest. San Fram-iapn. Mav 14. Believinir that the reduction of freight rate to inland distributing points .ordered re .antlo hs tho Hill and Harriman lines. in accordance with the decision of the Interstate Commerce commission in the so-called Spokane case, will sen ously injure Pacific coast cities to which no corresponding reduction ha been made, William R. Immediately afterward the chamber passed vote of general confidence in lha ovtvftrnmont bv 365 to 75. The strikers received the chamber' rebuke with a shrug of the shoulder, declaring it only served to bind closer their force, which would soon startle the country by a big increase and a rapid extension of the general move ment. Chicago, May 14. Not since the huainesa prostration of 1895 and 1896 has travel on American railroads been aa nf aa it was during 1908. In a nam nhlpt iaauAd bv the bureau of rail- and statistics, it ia stated that there were 1,932 fewer fatalities to passengers and employe in railway I accidents durinar 1908 than there were Hnrinir 1907. which is a decrease of ap proximately 40 per cent. The greatest decrease was in fatalities resulting from train accidents, and the following conclusion is orawn : "iilthinrrs considered, the conclu sion ia unavoidable that the diminution in fatalities was due almost entirely to tha racaiuinn in freight traffic which took the strain off every department of service and substituted an oraeriy oo servance of rules by passengers and em ployes, instead of their violation in the feverish rush of prosperity."
