state Commerce commisiion today

kane rate case, exempting the Harri
man road from adoption of the rate
fixed by that decision as to fit. raui
traffic. Thia deciaion wa made possi
ble only by the fact that no direct line
from St. Paul to Omaha was a party to
the Spokane caae.
The commission, however, ia unwil
ling at this time to grant similar ex
emption to the Harriman ayatem on
freight from Chicago to Spokane, be
cauae the Northwestern and Burling
ton road, which connect with the
Union Pacific system at Omaha, were
partiea to that case. However, the

decrease was in fatalities resulting
from train accidents, and the following
conclusion is orawn :

sion ia unavoidable that the diminution
in fatalities was due almost entirely to
tha racaiuinn in freight traffic which
took the strain off every department of
service and substituted an oraeriy oo
servance of rules by passengers and em
ployes, instead of their violation in the
feverish rush of prosperity."
