St. Helen County Official ...Paper TAXATION OF TIMBER LANDS A Mr. H . 1). L.uigdil!e, of IV rtland, at a meeting of the Oregon Forestry Association, read a paper in which he , "denounced the vieioti attitude ot cer tain Oregon officials In forcing constant ly tiihr iuv,n on atamliiiK timler," ml miniilniiird that if thU policy ws TV' T I A I..., i in it would destroy the value Of the property. There i only one rule io Oregon tlut can laa fully be appli.d to the assessment ol limber or any other class of property and that is to place it at its true cash value. II there is any reas-m why timber should not ci me under the law in this respect as wed as Other property we would like to hear All that the people want is equal and just taxation under the law, und they have no desire to oppiess any particul class ol proerty own rs. It is a fai t, however, that heretofore, especially in Columbia Countv, t tnlier lamb and railroads have escaped paying their jutt share of the buideii, and if eoiue ot them were hit a little hud this year they are only making uivmi a small por tion of the pant. Mr. Lauif, dille grilled vicious politicians who, he saw aie bending their energies to comH-l capt taiists to bear unjust b ir ieti f. It limy be a matter of opinion as to who are the really "vicious" politicians. It In Deen our m a that the most vicious of all are those who are in the employ of the predatory capitalist who tmve stolen the public domain nnd are now unwilling to pay taxes upon their plun der. This by no means applies to all own ers of timb. r lands, many of whom pur chtsedwith the intention of ettabli-hing industries and thereby benefiting the state, but it I very likely to apply to those who hold for speculative purpose and therefore are a hindrance to pro. gress. It will be no great misfortune H taxing at full cash value, a the law di rects, reduces the value of the e specu lative holdings. THE ROSE FESTIVAL The Portland Kose Festival take place June 1st to Cth, and it promises to be the greatest event of the le nd that ever took place. Invitations have been extended to organizations and munici palities to take part, and we suggest Unit no more cff- ciive advertising of Colum bia County could possibly he had than a beautiful floral float in the procession at th Portland Rose .Show. Contribu tions of flower could be tent from all part of the county to a representative of Columbia County at Portland, and the float ciold be ma le symbolic of our Industrie. This is a matter in which the women of the county, as lovers ol the beautiful, should be interested, and we wonld be pleased to hear what any of them think of the idea. Tne small amount of funds neceseary to finance the undertaking could be easily raised by popular subscription. , Roses grow to their greatt-st perfection in Columbia County and wu should he able to make as beautiful display as any in the pro cession. It is only about three month to the show and if we are to have a float the matter should be taken up at ouce Cuba mm do eveiyihlng in easarv to nuke her ctio anil.iry. Ihln i the deolslou ot i lie IViidiut, Secretary Kool and Beoreiary Taft. The issue grew out of a contract for suweilng and iavlug the city if llav.uu which the Cubans wish lo r.pudi't because olttaepiwe, but the iidmiiiitrtion In Washington has d. elded thai the temi of the con tract must he can led out. For a time there will do.il tie be nnioli muttering anddlsionUnt In Cul. particularly In Havana, but venture the prediction thai no one w ill he more gratelul to the administration, once the wot I done, than the people who will complain Uiott loudly now. The history ot American occupation in foreign lauds ha beea a history of cleanliness. American h v Cleaned Manila and made it a health fill, beautiful citv, and the protests of Ihe .wide have turned to praise. Ameil- ran have changed the Panama Canal Zone and the chief cities of Panama from pest-holes to healthful, deftly citie and Panama la reaping a rich re ward. The absolute sanitation of Cuba wid make for ihe wealth and prosperity or the Republic ami the money so ex pended will be returned ten-fold. There occured recently in Washington a memorial service to a Roman Catholic priest, the late Father i. J. Stafford, In which the principal speaker were Rev. Or. Van Sehaik, of the German Reform ed church, tha President' pastor, the Rev. Abram Simon, Habblof the Jewish Synagogue, "Corporal" Tanner, a non Catholic and Senator lWveridge, also a nou-Calholic, besides a Catholic priest, th imtant of the deceased clergyman. Truly the erea if Chriiaitt charity and true brotherly love is at hand wheu leading men of all denominations thn gather to 'o honor to a simple Roman priest. Real Estate Transfers. The entries for the past week includ ing the due udou which each instru ment was filed for record. We know it is unwisu to look a gift hone in the mouth, but, at tha same time, It is rather nntieual to let a con tract for f4rJ worili of connty work without advertising and receiving bids. Those m chirge should conduct the county's business with at h-iist as great care as they would employ in the trau iftction of their own private busiuesr.
