Mm. Black Jumped into the river to save three women Iriendalrom drowning. Her dog went with her. Ruth Ilaldersee, aged HI, was saved and Mrs. Black and her dog went back lor the othera. They pulled Mm. Black to the bottom ol the stream and she was drowning, when her dog dived and she clutched him by the collur. The dog swam to the shore, taking both his mistress and the girl, whom she held. The other woman was drowned. The event happened at Sampson, Or., on July 2:i, 1IH)4. Oregoninn. Rev. The company will come before the councils (or St, Helens slid Iloulton for the pur lame ol securing a franchise (or the two towns. They will not ask (or an exclu sive franchise nor for any time limit, but merely (or authority to (urnish the two towns with electric power and light. Tbe atlendance was small, not more than half Mie aseorr of the slute being present at one time. Many Inn-renting qneptinns in regard to taxa tion were discussed, anion others being tbe assessment of r:ilrads and timber land. Following i psrt of a puper sub mitted by Assessor J. F. Rice, o( Marion County ; "When one considers the advance in the timber Interest in Ibe Htate of Ore gon, the question of assessing this par ticular class of property is found to be one of great importance. The large are of timber land held by speculators, mostly nonresidents, has not heretofore been bearing ill (bare of the burden of taxation. I am of the opinion that the only way to get at the true value of these and, or their value a compared with other properly in the counties, wouiu be by cruising tbe limber and properly sting and classifying thesame. II this work is properly done by persons capa ble and qualified for the work, the value aod the assessment ol this land will be brought to bear it proportionate share. "The old wayol assessing each quar ter section or other leieal subdivision, the same as each other similar area, re gaidlesaof whether it Iks timber ht lor sawing or naked waste; whether it be covered with green growing limber, be coming more valuable year by year, or located In some burned di-trict or per haps on a bald, rocky bluff, should be relegated to the past. Much, in fact all nl tbe valuable timber land of many .ol the counties of the stite, has been ac acquired bv speculator by some method or another, and is being held by them awsiting the development ol the country hy the residents and taxpayers, contrt buting none of the brains or energy necessary for the work of advancing the commonwealth and bearing but a sma share of the expense of governing the country, thus becoming wealthier every lav at the expense ol the resident ol the state." The assessors adopted a motion made by Assessor Laws, recommending that the association urge tbe county courts of the different counties to have all tim ber lauds cruised in 40 acre tracts, as the only way by which tue land can be justly and equitably assessed. No connty in the stale needs a cruise of their timber more than Columbia. How-is it pos sible for tbe assessor to arrive at any where near tbe true value of timber lands without HT Stop a moment and think what the timber in this county is worth. Then think what a trifling sum in pro portion it is assessed at. This is in no way fair to the resident taxpayers of this county. As to the cast ot cruising an this county' timer, this increased vaiu ation of the land would pay it back to the connty in a short time. " The Right Same.
