Washington, Oct.? 16. Republican wnators and couaresemen who have )wn in Washington Decently and offl lali cloevlv identiBed with the admin if nation agree with the president that Cuba sosji oave auoioer opporiuuu iu ;rv self eovernment. bat the opinion is ilmnat nniversal that annexation is m!y a matter of timet Little is being ui.l nnhlirW about the probability of tinexini Cuba to the tnited States, out the (u'-ject is receiving a great deal f attention in Washington ana puouc jian are sarlouslv discussing the beet mathod of bringing the Island nnder be protecting arm of the United States. President Roosevelt ia absolutely sin. i-ere in bis declaration against the present annexation ol Cuba and he has .iones that the Cuban people, on tbier ivcond attempt, will be able to form ind maintain a satisfactory govern nent. He does not want the irland nade a part of the United Btatee if, by my possibility, the Cubans can n In.-t their own affairs and protect the ivea and nropertv of all their eitiseca tie does not believe that the United States at this time would be justified n taking ever the island, merely be ante vast amounts of American capital lave been invested. But if the words if other administration officials ran be jeld to be authoritative, it is to be in- feired that the president will interpose 10 fuither objection to annexation in via the second Cuban government is a failure. While annexation ia generally ex jected. no one looks forward to it with nthnsiasm. Rather, the Cuban prob Ifm is retarded in the light of one ol the unpleasant outgrowths of the Span trh war, as perpieing tn some irspecis ts the Philippine question. Southern oen would like to see Cuba made American territory, but they want the ariff wall kept np against Cuban sugar ind tobacco, and some bar erected igainst the immigration of native Cu -wns into the Unite States. The South has more than its share of dusky citi eos. It is probable tbat tbe men in con cress who are fighting a reduction ol he doty on Philippine sugar and to acco would join tbe South in demand ng tbe retention of tbe tariff on sugar aid tobacco from Cuba in case of an lexation. If Philippine sugar is a -nenace to the beet sugar industry ol be West, it will te argued that the ugar Irom Cuba, closer and much moie ibundant, would be a still greater nenace. All the European pas senteis and crew were saved. The steamer Hankow, with 2.0U0 Chinese pasaengaia, men, women and children, aud seven Euiopeaus, and a earao including 8,700 bales of matting, 660 bales of raw silk and 400 bales ol waste silk, arrived from Canton at S o'clock and was shortly afterward mnnrad at the wharf. Her chlel officer reported to Captain Branch that the ship was ante. The eantaln then directed the chlel engineer to turn on the water through tbe flra hrtse. The Chinese steerage paesengeis were thrown Into a (rightful panic, lloirl tying abiiekt and cries to save their lives were heard, but escape was inv possible, owing to the inflammable na tnra of the cargo. Hundreds were burned to death and many others iumoed into the harbor and were drowned. ARIZONA UNITED. Determined to Preserve Her Identity and Will Refuse Jo;nt Statehood Phoenix. Aris., Oct. 15. The terri tory of Arisona. rich in American citi senship, as well as natural resources, Is making a determine! fight to retain Its identity. The people aa a whole are bitterly opposed to the plan of Joint statehood with New Mexico. They ad vance various reasons for tbeii oppoti tion, some ol tbem potent and others of little aoDarent weight. Whatever tbe reason, they are overwhelmingly agalmt joint statehcoJ, and will kill tha prop osition at the polls next month. The lesder of the "jointists in Jiorthern Arisona acknowledges that be does not count upon more than 15 per cent of the vote in favor of jointure. Tbe chief objection to union with New Mexico appears to be based upon the disparity in sise and quality of population. Tbe Mexiean element in New Mexico numbers at least eu per i rent of the total population. In Ari sona the Mexican vote ia about 15 per cent of tbe total. Much of the Mexi can population in Arisona is n ung consisting of laborers on railroads and rrigation enterprises, etc., while His Mexicans living in New Mexico are, at a rule, native of the territory. FURNITURE MEN PROTEST. Say Railroads Discriminate In Freight Rates to Pacific Coaat. Washington, Oct. 15. A complaint has been made to the Intt-rstate Com merce commission by tbe North Caro lina Caseworkers' sssooiatinn, whose membership consists of firms engsged n the manufacture and ssle of furni ture, aga.nst many lines ot railroads in tbe West, because of alleged unjust and discriminatory charges for the trans rortation of farnituie, especially from High Point, N. C, and Danville, Va. to Pacific coast terminal points. Tbe complainants declare tbst the railroads charge tbem 11.70 per hun dred pound for carrying furniiurt trom tbe North Carolina territory to Pacific coast points, and insist upon s minimum carload weight ol 20,000 pounds, whereas tbey claim to be able to put into a car only 12,000 pounds of furniture. Tbey insiat, therefore, i hat tbe rates are unreasonable and ark the commission to issue an order re quiring the railroads to limit 36-foot carload lots uf furniture to 12,000 pounds. Chinese May Stay Here. Cincinnati, Oct. 15. Although a la borer at the present time, the fact that he was a merchant when the Cbineee exclusion law was passed, saved Jung Yuen, a Cleveland Chinese, from de portation, tbe United States Circuit court ol appeals bsving so decided to Hay.
