To those who have faith in the resonr- ces of this county and who desire to see home-3eeker attracted here, the promt- nence achieved ly our county at the re- . i.-.! . i. tiniIv ... T ... , .. f:.i g.nt.i. ..... r r - civon to Messrs. K rake, ami west, wno for m my vears have upheld our reputa tio as a dairy stock county, in coropeti not only with tha other counties of Oregon, bat with the lVicifio Coast, and. at tin. i and Claik Fair, with the Bo th best herds of the Unite ! States. of these Columbia County breeders did well at the State Fair, and Mr. Frakes distanced all competitors in Holsteins, though in order to w in the I ..II... ...... he was compelled to beat Mr. West's Jersey?, so that Columbia County wins both trst and second in butter test. We are sorry, however, that the Moneyinan herd of Guernseys was not represented, as they are a very excellent breed, es pecially for those who desire what may called an all purpose cow. To achieve a reputation as a tirst class dairy county is worth a good deal in this country, and Messrs. Frakes and West have certainly put us in the front rank in this respect and are entitled to great credit for so doing. It may also be said in their favor that they had no royal road success . , . . l' was uot a matter of finding out who had the best animal in the ,i. .wi . u i , .u i- i iha nm-' lint thir snivMa hmm lyMin . , j-,- . achieved by bard work and diligent study. As to the county exhibit in the pnvil lion, under the management of the edit or of this paper, the best that can be said for it is that it was good in some lines and insufficient nd incomplete in others. It was a success in advertising some of the county's resources, but in many ways it was incomplete and in sufficient, and altogether unable to com pete with the magnificent showing made by the great valley counties Marion, Linn and Lane, or the southern Oregon counties, Jackson, Benton, and Douglas. In our opinion, however, Columbia County can successfully com. pete with any of tnese counties, provided the work is begun at the right time and a leasonable sum is appropriated by the county court. The time to begin the work is at the January term of court, and f500 should be appropriated. It is now generally agreed that it pays to ad vertise a county's resources. The towns of Ashland and Med ford both maintain permanent exhibits, and Ashland pays a t-alary to a competent woman to have charge of its exhibit and explain mat ters w intending purchasers, there is i no conntv in the State of Oregon that needs advertising more than does Col umbia County. Three logging camps in this county are able to cut nearly 300, 000 feet each per day and there are a number of other large camps. Even at the present rata of cutting good timber wsll be scarce upon the Columbia slope w it'lin a few years, and instead we will have a vast area of stump land, the cash value ot which will have been reduced from over $100 per acre to 5 per acre. Hie problem is to restore the value to this '.and, and the only way that can be done is to induce men to make homes upon it. To accomplish this we must convince them that after the timber is taken eff good crops of fruit, grain, grasses and vegetables can be railed, and advertising is the only way this can ' be done. The best and most effective j advertisirg is a demonstration of what! the soil pro luces. At the State Fair j Columbia County's apples, grown by J Mr. Holladay, of Scappoose, took first premium, and there were very many expiessions of surprise at the showing made along this line. The apples exhi bited came from every section of tne county, the Nehaloui Valley sending out an especially credituble display, aud Biich judges as K. L. Smith, of Hood ' River, the leading apple grower of the State, expressed his surprise at their ex cellence and we understand he is ne gotiating (or hind for orchard purposes in the neighborhood of Scappoose. The acquisition of such a man as Mr. Smith will be worth to the county many times the small sum appropriated, as the mere fact of his coining here w ill add value to tlii laud in the neighborhood where he decides to lec ite All the newspipera made very flatter i ig references to our exhibit, expressing a irprise nt the quality of our fruits. The Orcwninn said iii part: "The Columbia County exhibit is j small but is of remarkably good quality j ana win ue nu eye-opener to people who have teamed their knowledge of Colum bia County through reports of entv mill business und exhibits of Harry West's JcrafVF." If this much has been done w e think , it will do very well for a starter and thut the progressive, intelligent citizens of this county, win ill we believe to be largely in the majority, will see Hint the good work is continued, in order that the value of property may lie increased, roads constructed, schools maintained, and the comfort ami blessings of pros perity eateuded to every part of the oanty. j IT IS A N AITT R OF HEALTH 0 Absolutely Pun THEM IS NO SUBSTITUTE ; I j THK CI.KRK AND T1IK COURT The County V lerk and the County Court do not eree anon matters that are of vital interest to Columbia County ' and. as it Is a matter of general interest i to the taxpayers and the need for a set tlement is becoming very urgent, it is ; time the people had some inform.- ; in regard thereto. The county court ! refuses to allow the county clerk any help in his office other thau the one salaried deputy provided by law, and in so doing they are sustained by the writ , UllllHUII of the district Attorney JLnisis I lit ir siue oi ins cost:, mc County Clerk truthfully represents that it is absolutely impossible for any two men to do the work of the office, and that, unless he is given extra help, there will be no tax roll for the aheritt to col lect taxes ou. He is sware that he has given a bond for the faithful discharge of the duties of his office and also taken an oath to that effect, but he claims that the law does not ask anyone to perform an impossibility and that if he and his deputy labor faithfully eight hours each dav they hare done all anyone has I !l.t lii avtwt If he abandons the ruuuiiw iaur oi ma uiutc in wuci w j ... -i i .;" an enormoos extent, aud, as it is con- i stantlv increasing and w ill continue to o increase, the emergency will be greater i ' . 6 : , . . t tic, tcai utau i uu ist. .u . right in saying that those who present their deeds, mortgages and other instrn" mentsof record are entitled lo have them recoided without unnecessary de lay. It is also true that if extra help had been provided when the assessment list was being made a great deal of ex pense rould have been saved, as it will take tw o men now to do the work one could have done at that time. Very few have any idea of the immense increase in the volume of work in the office of tb county clerk. Daring the entire year 1903 there were 1242 instruments record ed while up to the piesentdate this year there have been l.'J&i offered for record and there are three months and nearly a half yet to come. This is fee business and the fees alt go to the county, and constitute a coLsiderable revenue in ex cess of the expense of the office. It aeems to us that the clerk has justice upon Ins side, and that the county court would be sustained in granting extra help in his office, notwithstanding the opinion of the district attorney. As there is an adjourned session of the county court this week it is probable that the matter will he brought to an issue, and w e hope business sense will prevail over technicalities. i KEAL ESTATE TRANSFERS. S. Van Aukcr. the trusted cashier, of that institution. The Oregonian of yesterday devotes con siderable space to an account of the af fair, but the gist of the matter is that Van Auker was taken to Portland last Wednesday by Sheriff White, where he was subjtcted to what U known as the "sweating" process, under which he con- j fesscd that he had lost large sums in gambling, but as yet denies the robbery, The investigation was conducted by the National Surety Company, whose Uuid for $10,000 is responsible for anv shortage caused bv the cashier's dishonesty, and the Oregonian states that Vati Aukcr j will not be prosecuted if he makes good ; the amount due, which is in the neigh- j borhood of t ,00. There is, however, litile doubt of his ! guilt, and that the robbery was a fake, ; devised to conceal the shortage which he j knew must be discovered as soon as an j examination of his cash w as made by President Lewis, of the State Ban. It is thought Van Auker was alone in the robbery, and that when help came he bucked up to the window he had broken and the person who cut tbe ropes around his wrists did not stop to make n anc.., ii.t,.,, ua ta',l,l,..P lt. v whether thv were really lied excent in the loose man- ner that Van Aukr could have tictl tbcm with hit teeth.
