Washington, June 25. The senate today pasetd Senator La Fol'elte's joint 1 resolution extending the scope ol the inouirv now being conducted by the Interstate Commerce commission under the Tlllman-Ulllespie resolution, so to have it include the transportation and storage of grains. In siiDoort of bis contentions, tsena- I tor La Follette said that testimony taken by the commission indicates a joint ownership between the railroads and the elevator companies to the det riment of the farmers, who are entitled to a free and open market. About 300 private pension bills were passed. The senate held a nigtt session and at 9:45 p. m. adjourned until 11 I o'clock tomorrow. Washintgon, June 25. Under a rale limiting debate on all but two sections, the so-called immigration bill was dis cussed for three hours today in the house and passed, without an aye and no vote being permitted on any oi tne paragraphs. This bill attracted much attention, the representatives having large foreign colonies in their districts lining up generally against the head tax of $5, wh'ch was defeated, and agsinst the educational test. Alter a very interesting contest a substitute for the educational test, pro viding that the whole matter be sub mitted to a commission, was adopted by a close vote. The most important feature of the bill were thus eliminated and the bill was paseed without divi sion. At 5:35 p. m. the house took a re cess nntil 8 o'clock this evening to de vote three boors to oratory. Saturday, dune 23. Washington, June 23. Shortly after noon today Senator Cullom signed the conference report on the railroad rate bill, adding his name to that of Sena- or Elkins and Representatives Hep burn, Sherman and Richardson, (sena tor Tillman did not sign the report, and it was turned over to Representa tive Hepburn to present to the house. It is expected the refusal of Senator Tillman to subscribe to the agreement n regard to the M Laurin commodity amendment, which would permit pipe lines to carry commodities tbey pro duce, will result in debate in toe senate when the report is presented there lor adoption. Senator Tillman, in reiusing to sign the conference report, says he will give his reasons in the senate and will ask the senate to vote whether or not it will yield to the house conferees. Washington, June 23. Tbe pure food bill was passed today by the huose and the conference report on tbe rail road rate bill adopted. nearly tbe entire day was taken up with tbe consideration of tbe pure food bill under five minute rule, and, while many amendments were offered, moat of them were voted down. Those that were aditeptd were corrections and banges in verbisge. Tbe pare 'ood bill was passed by a vote of 242 to 17 Tbe conference report on tbe railroad rate bill was taken up, and while there a as discussion of the anti-pass agree ment, the previous resolution was adopted by a vote of 121 to 97, tbe ccn (ertnee report being agreed to, 216 to 4 Friday, June 22. Washington, June 22. Tbe oposition in tbe senate to tbe committee amend meut to tbe sundry civil bill appropri iting $25,000 annually for the payment oi the traveling expenses of tbe presi dent, which was begnn by McLaurin, resulted today in the withdrawal of the amendment by Hale, in charge rfthe bill, and the subsequent passage cf tb independent bill providing practically for tbe same appropriation, which was recently passed by the house of repre sentatives. Washington, June 22. Pure food held tbe attention of tbe bouse through out today. ' Tbe constitutional features of tbe pure food bill were debated by tbe leading lawyers of the bouse, the Democrats splitting wide on tbe ques tion whether the bill took away from tbe states their police powers. Vari ous features applicable to localities and interests were discussed earnestly, but it was early apparent that tbe bill will be adopted practically in tbe form in which it came from the interstate and foreign commerce committee. General debate was closed at 3:30, when tbe bill was read and amend ments offered. Bids for New Warships. Washington, June 25. Wliliam Cramp & Sons' Ship and Engine Build ing company, of Philadelphia, was the lowest ... , . bidder today for ships of the Michigan and South Carolina type, with the machinery as prescribed by tbe Navy department. Tbe depart ment plans for machinery will prob ably be acci pted by tbe Navy depart ment in preference to plans of bidders The bids for the prescribed machinery were tnoarn asClrts 1 bids, and Cramps bid was $3,640,000, the New York Kfiip b lilding company, $3,585,000. Lose Unused Rights. Washington, June 19. The senate today passed tbe house bill providing that every right of way grant to any railroad under tbe act of March 3 1875, where such railroad has not been constructed and shall not hereafter be constructed witbin five yesrs after defi nite location, shall be forfeited to tbe United States, all land along the un- constructed parts of the road to revert to tbe government. Roads now build ing to Portland and elsewhere in tbe Northwest are excepted, is are all tbat are being built in good faith. Status of Appropriations. Washington, June 19.- Of tbe 14 ap propriation bills which are required to run tne government but lour have be come laws. These are tbe urgent defi ciency, the pension, the diplomatic and consular and the army bill.' Tbe In dian appropriation bill has been com pleted to far at congress is concerned. and only awaits the approval of tbe president. Six othert have been passed by both houses and are now in confer ence. Tbe so-called "package" section was passed over, it being evident that this amendment will create much discus sion. The bill wat laid aside until to morrow. Thursday, June 91. Washington, June 21. The senate today took position in accord with the president and the house of repre sentatives by declaring for lock canal across the isthmus of Panama. The result wat reached after a day's discus sion that was almost devoid of interest ing incident There wat only V cord vote, and that was negat; character, coming on a motion on the table tbe lock, type substitute for the sea level bill. This motion wat made by Kittredge, and wat voted down, 31 to 3d. Washington, June 21. Tbe space in front of the speaker's desk of the bouse today resembled a small section of a delicatessen store and a corner gro cery, with cereals, jams, jellies, tins or peat, tomatoes, corn, bottles ol whis key and wine, imported sausages brandied cherries and other edibles and drinkablei scattered over the tables To complete the picture, there were a standard scales with weights, a grad uate and a funnel. These were used to demonstrate tbe contention of the majority of the committee on inter' state and foreign commerce that a pure food bill it necessary for tbe protection of the people. Tbe house spent tbe entire day in consideration of the bill and had not completed it at adjournment. It will be taken up again tomorrow. Wednesday, June 20. Washington, June 20. The meat inspection provision of the sgriioltural appropriation bill wat tcday made the subject of discussion in tbe senate. The question came up on motion by Proctor to grant the conference requested by the house. The bill went over without action. There were two speeches on the Pana ma canal, one by Morgan In support of the tea level plan and the other by Per kins in opposition. Tbe senate held its first night ses sion, which wat devoted to the consid eration of tbe sundry civil appropria tion bill. Washington, June 20. Twenty bills of more or lest general interest were passed today by tbe house under sus pension ol tne rules. Among tnem were measures appropriating $25,000 for tbe traveling expenses of the presi dent, which excited considerable de bate; providing for the subdivision of land entered nnder tbe reclamation act increasing the efficiency of tbe bureau of insular affairs by conferring the rank and pay of a brigadier general upon tbe chief; and regulating the checking of baggage by comm n carriers. Tbe joint resolution increasing tbe terms of representatives to four years failed to receive the necessary two- thirds vote. Tuesday, June 19. Washington, June 19. Knox ad dressed tbe senate at length today in support of tbe lock type for tbe Pan ama ranal, contending that in point of feasibility and economy it is far super ior to tbe sea level plan. He took di rect issue with Kittredge at to the safety of the Gatum dam. Tbe agricultural appropriation bill containing tbe meat inspection provis ion, was received frcm tbe bouse and the house substitute ordered printed. Tbe senate ordered another confer ence on the naval appropriation bill. Washington. June 19. With practi cal unanimity tbe house today adopted the substitute for tbe Beveridgesmend ment to tbe agricultural appropriation bill relating to meat inspection, the ob jectionable features of the former amendments being eliminated and tbe amendment perfected to meet the wishes of tbe president. An effort was made to extend tbe time of debate, bat Wadswortb, chairman of the commit tee on agriculture, desiring to get the bill into conference as toon aa possible, objected. After tbe adoption of tbe amendment the bill was sent to confer ence, the conferees being Wadswortb, Scott (Kan.) and Lamb (Va.) A large number of bills were passed under suspension of rules. Through the efforts of Champ Clark, of Mis souri, and Willia.ua, of Mississippi, the subsidiary silver coinage bill failed to secure enough votes to past it under tbe rule. Two Contests Decided. Washington, Jane 26. The house today adopted unanimously the report of the committee on elections No. 2, that Ernest E. Wojd was not elected to membership In the house of represents tives in the F.fty-ninth congress from tbe Twelfth congressional district of Missouri, and that Harry M. Coudrey was elected. Coudrey presented him self to take tbe oath. The house adopted a rrsolution tbat A. J. Hous ton was not elrcted from tbe Hecond district of Texas. Tbe sitting member, M. L. Brooks, therefore retains his seat. President and Committee Agree. Washington, June 19. The basis of a complete agreement on the meat in spection bill between President Roose velt and the house committee on agri culture was arrived at today at the White House. Speaker Cannon repre sented tbe committee in this instance and subsequently spent some time ex plaining the situation to tbe committee in its room at the capitol. It will au thorize an annual appropriation of $3, 000,000 to pay the cost of inspection but contains no provision for court re view at the suggestion of tbe president. Schools in Canal Zone. Washington, June 25. Twenty-three public schools, with an attendance of 1,128 pupils and with 26 teachers, have been established on tbe canal zone by tbe various municipalities nnder the direct on of the canal cone government. Five of the tlx mcnlclpalitles have adopted cempnlsory education lawt and well attended schools are developing rapidly in a country tbat knew nothing of free schools before tb establishment of tbe t anal sns government. Chairman Spencer, of the "dollar for dollar" committee ol the board of un derwriters, said today that the outlook it dubious. ' "There are undoubtedly a large nnm ber of companies which must go to tbe wall toon," he said. "I do uot want to specify, nor would I say that all tbe honest and solvent companies are the 'dollar for dollar' class. I do not want to impugn the motives of any of the companies that propose a compro mise. Some of them undoubted!) cannot pay and art offering the best they can. Some ol the companies are now making a delay to learn the extent their liabilities and will then pay wha they owe. Others are delaying in had faith. These will have to wait and go out of business, unlets they ran make good soon." GUERILLA WARFARE IN RUSSIA Peasants Murder Two Rural Police for Killing a Cow. t. Petersburg, June 25. Dispatches from Bialystok report that the citizens there are panic stricken owing to n neon fl ratable rumor that the excesses would be revived to day.
