"When the body wa thus brought ovur tho representative ol many dil- ferent eiliea wrote to me, each asking that It should find it but renting place in this city. Hut I feel that the place ol all other In which the muniory ol tho dead hero allt most surely l a living (i.rce I here In Annapolis where )ar by year we turn out the iiildablp- men alio are to officer In the future t'io navy, among wIiom loundor the dead inna stands flrt. Moreover, the future naval oHioers, who live within these walls, will Qttd in tho career ol llic man bote. Ido we this day cele brate, not merely a subject for admira tion and reeppct, but an object lufson to be taken Into their Innermost hearts. Kvery officer In our navy should know by heart the deed uf John 1'aul Jones. Kveiy officer In our navy should feel iu each fibre of hi being tho esger deiro to emulate the onertry, the professional capacity, the lii'loniitabledcteruiinalion and daunllea eeoru ol dealh which marked John Paul Jones above all hi fellow. "The hUlory ol our navy, like the history o! our nation, only extends oyer a period ol a century and a. quarter, ret wo already have mat y meuioiiea of priJe to thrill u a we read and bear ol what ha been done by our lighting men of the tea, from IVriy and Mhc- lonough to Fartagui and Pcwry. Tlteeo memories include brilliant victories, and ato, now and then, di'fcuts only lets honorable than the victories them selves, but the only defeat to which this praise can be given are those where, agaiiut heavy odds, men bavo stood to the death in hopeless battlo. It is well fur every American officer lo re member that while surrender may -or may n t be defensible, tho man who rct'i'cs to surreuder need never make a defense. The one fact mut always be explained ; the other needs no explana tion. Moreover, ho who would win glory and honor for the nation aud for himnclf, must not too closely count tho odds; if ho does ho v. ill never seo such a day as that when Cashing tank the Al bemarle. "In lit fight wilh tho heraid Jones' ship wss so badly mauled that his oppo nent hulled Iiim, saying, ' Has your ship struck?' To which Jones answered, '1 nave not yet begun to fiiht.' The spiiit which Inspired that answer upbore tho man who gave it nnd tho crew who served tinder him through the fury ol the battle which finally ended In thoir triumph. It aa the same spirit which marked the commanders of the Cumber land and thu Cotigtosw, when they met an equally glorious though less fortu nate bite. Tho Cumberland sank, hor (htg flying, and her guns firing with tho i!ecks awash, while, when summoned to surrender, Morris replied, 'Never! I'll sink alongside!' mid niado his words good. Immediately after tho Cumber land was sunk tho Congress was nt lacked, and her commander, Lieutenant Jou Smith, waa killed. Afler lighting until she was heluless, mid being unable to bring her guns to hour, the ship wns surrendered, but when Smith' lather, old Commodore Joe Smith, who was on luty at Washington, saw by tho dia- natcbos from fort Wonroo that tho Congress had hoisted thu while flag, ho said quietly, 'Thot Joo's dead!' Surely no father could a ish to leel prouder certainty ol his boy's behavior than tho old commodore showed bo poscBsed when ho thus spoke; and no naval olli cer conld hope to win a liner epitaph. "We have met today to do honorto the niiithty dead. Remember that our words of adutiratou are but a sounding brass mid tinkling cymbals il we do not by steady preparation and by the cultivation of soul and mind and body fit ourselves so Hint In time of need we shall be prepared to emulate their deed. Let every mid shipman who passes through this Institu tion reinemlier, ns he lo .ks upon the tomb of John l'aul Jones, that while no courage can atone for the lai k of that efficiency which comes only through careful preparation in advance through careful training of the men, and careful fitting out of the euglues of war, yet that none of these can avail unless iu the moment of crisis the heart rises level with the crisis. The nnvy whose cap tains will uot surrender is sure in the long run to whip the nnvy whose cap tains will surrender unless the inequali ties in skill or force are prodigious. The courage which never yield cannot take the tmicj ol the possession ol good ships and good weapons and the ability skill fully to use these ships and these wea i.i.t iu nresence will often atone for many 'other shortcomings, and if with it are combined the other military quulllies, the tortunalc owuer litcr-iilv invincible. bccoiius 1i KAINIJCIt Yen, there i tome agitation; but citl ten arc lining up on 'the moral question of our town.
