2EMSMSEXPLAMTI0NS THAT DON'T lititcrcd nt the roslo.Tice at St. IIclcu, Oregon, ecoiul-cUs mail matter. Issvmrt Kvrkv Fktiwv Bv K. H. tt.AGG. Kditok AND Prophirtor. One copv, one f nr, in advance Six month Lrttftl notices 23 cent per line, FRIDAY, February 9, liHXt. AXOT1IE II 1I)0L SMASHED It appears that even Mr. Honey is not in fallible. Some time agothe President, on Ilcncy's recommendation, appointed W.C.Bristol to le United States Pis tiict Attorney for Oregon. At the time it was thought by the general public Dint the appointment was an excellent one and that Mr. Bristol was about the proper thing in every respect. Sow comes the news from Washington that Mr. Bristol is about to lose his job, ow ing to the fact that positive proof has been given that Mr. Bristol has ben guilty of unprofessional conduct. The only evidence against Mr. Bristol is one of hisown letters, written on June 4, 1W2, so the Coos Kay I-nnd A Improve ment Company at Portland, in which be inclosed a contract signed by Page & Hogart, whereby they agreed to par el.aso a certain tract of land fruu the Coos Bay Company for $W,0J0, the con tract being in the nature of an option. In h'n letter Mr. Bristol said : "In view of the fact that what I might say or do may have considerable influ ence on the result of the transaction, I suggest that you call vonr people to gether and let uie know what lamp sum vou are willing to pay me in case the deal goes through." In this transaction, Mr. Bristol was tho paid attorney of Page & Uognrt, and tho act ecmplained of was hisattempl to extort money from the other party to the contract. In other words, ho was attempting to draw a fee from both par ties to the contract, while employed to represent the interests solely of tlie pur chaser. The Coos Bay Company acknowledge! the receipt of Mr. Bristol's letter, and, while it looked upon his proposition as a holdup, nevertheless agreed to pay him 1-500 in cash if the sale was consum mated. It made this concession fearing that if it did not, Mr, Bristol would do omething to block the sale, but they looked upon this $500 as pure blood money, to which Mr. Bristol was not en titled. It happened, from some cause not known, that the sale was never made, ami consequently the Coos Bay ' liipany never paid Mr. Bristol the tti'ii demanded by him. It certainly looks as if Mr. Bristol nay crooked, and it is probable that he will lose his office. This is to be regretted, not so much on Mr. Bristol's acconnt as for the fact that it demonstrates the fal libility of Mr. Heney. If the President can not rely upon the gentleman from California, where is. he to place his faith in the matter of future appointment-? Possibly it will be necessary to place Oregon's political affairs in the hands of a commission to be appointed by the President. A GOOD IDEA. Pomona Grange did good work w hen it asked the county court to appoint a county fruit infpector. As Mr. Reed tiuly said, no part of Oregon is better adapted to the growing of apples than is Columbia County. Whenever our fruit comes in contact with the famous Hood River product we win the prize, and thousands of dollars worth of Columbia County apples have been sold this year as "Hood River." But the Hood River people grow carloads where we grow bushels. The apple industry in this county is in its infancy and our growers are just beginning to study the best methods of growing and marketing their fruit. They ask for the appointment of a fruit inspector in order that their young orchards may be protected from the carelessness and neglect of those who stubbornly refuse to do their duty. Old moss-grown, pest infected orchards are a curee to the neighborhood ami if their owners will not clean them up, authority should be given to some com petent person to compel I hem to do so. SOT TOO HIGH. Says the Toledo (Washington) Report er speaking of the assessment of railroad property in this county : "$18,000 was about one third the val uation of the road and tiie assessment was none too high. P.ailroad corpora tions are as well able to psy their just proportion of taxation as the fanners and the merchants; the time lias passed when tho assessors and Boards of Equal station can abift the burden of taxation from the corporation to the people v.ith out being called to acconnt. Women living in luxury, who have none of the difficulties of lile to encount er, who can't or don't even button their own tlioes, are not the persons to make any tfleclive argument against woman j siill'rage. All they savor can say will make votes for it. There are arguments, nnd sound ones, against worn in suffrage; but women who live in luxury and ease nnil spend their time over lit-h gow.is, briilgo whist, pink teas and beauty -U'.ws, can't present them. Hon. K. S. Ilatt.in has the following defense in hist week's issue of (lis Col umbia Register. Wo copy it in tH in order that tho public mny Lave the Judge's side of the question and be able to decide fairly. The poisons! attack upon the editor of the Mist is only an attempt to sidetrack the people's atten tion from the main issue: "Kditor Register: .8tlieOreg.m Mit is growing frantic over the reduction of the S. P. R. R. Co 'a assessment, and possibly in the interest of his legislative boom, we would kindiy ask for little more spsuu this week. "The total reduction of the S.P. assess ment was taken Oil the roadbed, leaving the roadbed at $12,800 per mile, while if taken off the rolling stock, transfer boat and other property proportionately, it would have le;'t the roadbed at $1:5,450 per mile. "Mr. Flagg says the A. & C road sold for $50,000 er mile. Sow it was re ported that the holdings of the A. & C. Co. was to be sold for $1,000,000. If true, it does net siguify that the roadbed is $rU0 per mile. The tax agent of tha A. fc C. told me that tho original cost of their rondiied was $10,000 per mile. I notice in the lease reconiVd here between the A. & C. and S. P. for trackage right, that the cash value of tho S. P-. is put at $25,000 per mile. I believe the S. V. R. R. Co. is paying their eharo of the tax. But if Mr. Flagg w ants to dissect the taxroll I am in for it. 'First let us begin at home. Mr. Fiagg's printing press, we are told, cost him $1,500. This press was assessed at $435, with an exemption of $300, leaving Mr. Flagg to pay on $135 valuation on a $1,500 press; also he paid I.G.Wick Strom $1,350 cash for propertj assessed begun. at$C40. j Through all of Judge llattan's turn- "The timber hind in this county runs ( nsa nd windings there remains this from $6 to $12 per acre. It is a matter in which all the people of the county are uiteiested.- If t tie editor s printing outfit was assessed at less than it should have lieeu, Mr. Hattan whs a member of the Board of Initialization and it o within his power to have had it corrected. The same is true of timber lands. For s:l!e h A , 1 'I'rninir, rlrugfjiii, '. to the attention of the Board of Kqnnliit atiun and insisted upou a more equitable assessment? Public officers are supposed to look after the public's interest. There is a theory that tl eyjtro the public's servants, and especially in Judge llat taii's case there lias been a prevailing opinion among his admirers that lie sits awake nights thinking how he may ben efit the dear public to whom he owes his election. Sow, with all this information iu his possession in regard to timber lands it seems as if, w ith ft IVmocratic colleague on the Board . of Initialization, ha should have been able to (oice a mute equitable assessment. But the agent of the railroad corporation was there. He was Johnny ou the spot. Part of the lime lie cooed as softly as a sucking dove, while occasionally he gave the court to understand that dire results would fol low any attempt to treat his employers unjustly. We don't know what salary the gentleman receives; but he certainly ?arns it, for in a very short time he talked over $0,000 out of the jiocketa of the tax payo is of this county ami into the coffers of tho railroad. They need the money, while tho men who have toiled their lives out cWnnitig tip the forests and contributing to the company's reve nues caii put in n few more licks of good hard work for tho benefit of their mas ters. Still, the Mist will venture to predict that it can not be done again next year. In f.tct, we will promise to see that it is not done. When the Board of Kqualus tion meets next year a number of the people will be there, and they will exert an influence npon that board that will be sufficient to present a relation of anv such nctieu. The ti-lit has only jun sessed the road at $18,000. Now why, accepting the railroad's own valuation, which di'l cot include the transfer boat, should not the assessor's figures have been permitted to stand? What pos sible j-jstilication was there for the re duction? As to the assessment of the Mist, while it is irrelevant, and a very trivial matter, we will sell the property assessed for f'ttx1, and be triad to get rid of it at that price. The Wkkstrom property was as sessed to -Mr. Wiekstrom and we had no kr.owledgu us to the assessor' figures. but assume that it is fully as high as A writer in the Review of Reviews sums up the qualities of the country weekly paper as follows: "Each copy is not only read by the people credited to the ordinary paper, but twice or thrice J 1 r ! number. In many instances sub- scribers pass their papers on to less foi- a duty as well as a pleasure. Hence their peculiar value as moulders of public opin- ion and as advertising mediums." Oregon is a Republican State and should have a Republican Governor. And were it not for the treachery of cer tain prominent Republican politicians of the State assisted by the extremely large Republican vote of the city of Portland and Multnomah County, we should todaj have a Republican Governor, and instead of a Democratic United States Senator I from a State which gave Roosevelt some 4.,uuu plurality, we snoum have a Repul) Hoff, of -lican succeeding to the scat occupied by the late John II.
