Tbe theory that 'timber is the greatest source of wealth In this county is erroneous. It it the greatest 6trce of present wealth, but it liears but one crop, while the cleared land, under favorable circumstances, Vill produce every year more wealth han the average acre of timber, and it will continue to produce until the end of time. Tsmber represents transient 'pWrjerity and basinew, while the little clearing npon the hillside or in the val jeyrepreseuti the highest type of per manent prosperity and civilazation It is the home and however humble it may lej'fts' ''ghts must be respected by the lawmakers. The Government of the United States invited the people of the world to make these homes, It sold tleia tha land, and with the laud thev squired the right to do everything necessary to improve their homesteads and make them habitable for the rising generation, and no Stat6 Legislature can lawfully interfere with that right. - Moreover, the faalt for the great de struction of timber in the past lies largely with the logger. My brother who was helping nic, cut off the pig's tail and threw it on the ground. It attracted my attention, and my mind bcin full of horticultural schemes, I immediately took it while yet warm, inclosed it in a tube of fresh J apple- baric taken from a Bailey Sweet apple-tree, and using the whole as a scion, I grafted it into a' vigrou Ben Davis tree standing near the cow-barn. To my astonishment, the scion grew. It had a peculiar look from the start, and I was Mr. Mayger's Bills. From Tb Oresnlilaa. To make way for better interstate sal nion legislation for tlic Columbia. Mnyger of Columbia and Burns of Clatsop intro duced concurrent resolutions in tlx House last Tuesday, Both resolutions call for a joint committee of five members to confer with a like committee of the Washington Legislature for Investigation of the needs of the fisheries and for fram ing bills for concurrent legislation. After the Oregon committee shall have reported back to the Legislature, the lower Columbia fisheries interests desire that a bill be brought forward lengthen ing the open season five or ten days alter August 15. A closed Sunday is proposed, aiso lengthening of the spring closed sea after April 15. A prosecuting attorney for each county at salaries pmrtionte with population rf'erthe present distiict attorneys shall huve ended their terms in l(H)8 will 1 proposed to the House tomorrow in a bill which will lie probably offered by May ger of Columbia. The bill will increase Multnomah's Deputy Pnwcculing Attor neys from two to three, each id whom will be paid a year. Koch of the nine judicial districts now have a pro.---cutinjattorncy, one of tin m two, but il one is to be nllowad each county, the number will be 33. I A bill to require conditional m!cs of personal property to be recorded was in troduced by Representative Mayger. The bill aims to stop buts such as the sn'e of personal property acquired on instal ments and disposed of to, a third jwrty before tbe second party has acquired ownership. For example, the person who secure a sewing machine frequently dispose of it to a third party before he ha completed payment and secured title. Mayger thinks the recording of the Con ditional sale would stop the abnsc. A bill by Mayger would take from county judges, sheriffs, and county clerks the drawing of juries and give that func tion to the circuit court. Thtj object of the measure is to obviate political and other prejudice in tbe drawing-of juries. Edavatleual Display.
