Our representative in the State Legis
lature 'will oudjubtedly be called upon
W take an active part in the discussion
and settlement of the framing of a law
to prevent the recurrence of the forest !
fires that did considerable damage in
this tata last year, lie should approach
the subject rantiously, bearing in mind
that tbe true pioneers of a coanty
are those who make tbeir living npon
'the farms, and that cleared land is worth
far more to the country than laud cov
ered with timber, especially when, the
)&tr is being held by absentees for
f peculative purpose, and the long yell
is emitted whenever tbey are taxed for
road or school funds. Tbe theory that
'timber is the greatest source of wealth
In this county is erroneous. It it the
greatest 6trce of present wealth, but it
liears but one crop, while the cleared
land, under favorable circumstances,
Vill produce every year more wealth
han the average acre of timber, and it
will continue to produce until the end
of time. Tsmber represents transient
'pWrjerity and basinew, while the little
clearing npon the hillside or in the val
jeyrepreseuti the highest type of per
manent prosperity and civilazation It
is the home and however humble it may
lej'fts' ''ghts must be respected by the
lawmakers. The Government of the
United States invited the people of the
world to make these homes, It sold
tleia tha land, and with the laud thev
squired the right to do everything
necessary to improve their homesteads
and make them habitable for the rising
generation, and no Stat6 Legislature can
lawfully interfere with that right.
- Moreover, the faalt for the great de
struction of timber in the past lies
largely with the logger. A large area of I . ,

fire spreads very slowly if set init ; but
when it strikes the old logging camp
where fallen trees are waiting with open
nrtns to receive it, the camp itself f.jrms
is fine fiiifcd with dry material, through
which HieTlametroBh irresistibly againtt
the green foliage beyond. If the lo?gijrs
Vohld take more care in the matter
tbey would suffer less lo?t.
' Still, as we learned years ago from the
ssays of Elis, it is not necessary to
ourn a bouse to roast a pig, nor to de
stroy a tbofteaml. acro( Umber to burn
Small slashing. It Is' right for the
lawmakers to enact sacli legislation at
may be thought i ecessary to protect oar

A bill to require conditional m!cs of
personal property to be recorded was in
troduced by Representative Mayger. The
bill aims to stop buts such as the sn'e
of personal property acquired on instal
ments and disposed of to, a third jwrty
before tbe second party has acquired
ownership. For example, the person
who secure a sewing machine frequently
dispose of it to a third party before he
ha completed payment and secured title.
Mayger thinks the recording of the Con
ditional sale would stop the abnsc.
A bill by Mayger would take from
county judges, sheriffs, and county clerks
the drawing of juries and give that func
tion to the circuit court. Thtj object of
the measure is to obviate political and
other prejudice in tbe drawing-of juries.
