The World to day publishes the following dispatch from Paul Kroger, president of the South African Kepublio, in response to a message sent by that paper: "1 gladly accede to your request to pnt tbe Boer aide before the American public. The present agitation against this republic emanates partly from a certain section of British residents, to arh.-im tha aztntanna nf tha ronnhltf whioh embraces the most flourishing eonty' parts of South Africa,- is a standing eyesore, and who suffer from tbe pre vailing jingo mania, partly also from mining capitalists, who, not condent with having tbe beet mining laws in the world, wish also to have complete control of all legislation and adminis tration. "The franchise voting question was taken np by England because it was thought the republio wonid not yield on that point. Now that the altered franchise does not materially differ from the American it is in many re spects easier the agitation has beoome worse. Tbe object clearly is the de struction of onr republic and the com pleta control or the richest mines in tlie world. The press, entirely con trolled by capitalists, spreads unpre cedented misrepresentation and preju dice throughout tbe world againat the Boer republio. "We are determined to defend to the utmost that freedom and self-govern ment for which our people have shed blood in every part of South Africa. Though we have no snch powerful friend as yon proved to Venezuela and to other republics, we have strong faith that the cause of freedom and re publicanism will triumph in the end." afeKtaley Xlaotad a Member af Caleaga Mrleklayera I'aloa. Dreyfus' Fata Dapnnde oa the Kasparov of Gereaaey. Rennes, Sept. 8. The salvation of Captain Dreyfus hangs on a word from Emperor William. This is the general opinion here tonight. If the kaiser consents to allow Colonel Schwarxkop- pen, the German military attache at Paris in 1894, to testily before the court-martial, or to send a deposition. oi, what is considered still more proba ble, to allow his deposition to be ac companied by the actnal documents mentioned in tbe bordereau, then Drey fus ia saved. If the emperor, how ever, decides that it is not in tlie in terests of Germany for Colonel Schwarzkoppen to intervene, then Dreyfus' case is hopeless and bis con demnation certain.
