A SERIOUS HANDICAP Decision Eendered in Circuit Court at Ilwaco. It Prohibit tho Oregon Fishermen Prom Fishing; on the Wash ington Bldo of tho lUver. Flthermea living at Astoria and along tb Columbia OB the Oregon side ar deeply concerned over a decision recently rendered by Judg El'lott, in the circuit court at Soath Bend, Wash.,whicb, If sustained, will prohibit Oregon fishermen from operattng on the Washington side ot tb river. Tb casein which tb objectionable de cision was rendered was tbat of tbe tat of Washington against Qos Lldberg, fisher man In tb employ ot tb Cook cannery. On day last season, after Lldberg bad cast bis set on tb Oregon side ot tb river, it was carried by tb tide somas tbe Un to tb Washington side. Thereupon Lldberg was promptly arrested by officer from II waoo, tried, and fined fifty dollar and oosts. Aa appeal wa taken to th circuit court, wber th verdict against Lldberg wa u talned. ' During th argument of th can before th circuit court, counsel ferdefeadan toon tended tbat his client had laid out hi net on tb Oregon side of the river, and that In th natural cobras of drifting it had gotten over to tb Washington side; that Lldberg mas a cltisen and resident of Oregon, and as such could not obtain a license to fish in Washington, at th taw of that state re quired that a man must reside six months that before being accorded such a license, and that tb law of 107 mast be construed with th law of IBM, which al lowed cltlsens of othoi states fishing rights. Any other construction, b argued, would work an unnecessary hardship. For th state, it was argued tbat the law of 17 must be construed by Itself, and tbat Lidbenc had plainly enough violated its provisions. Judg Elliott coincided with the latter view, and amrtnea tn aeoiston ot ths lower court. ' It Is not likely that tbe case will be allowed to rst here, however, as Oregon cannery- men are aroused over the matter, and ar considering tbe advisability of carrying tba oau higher, for lb purpos of giving th Washlnston law a thorough tost, la can th law is allowed to stand, tbe Oregon fish men on the Lower Columbia will work In future under serious disadvantage, as they will bs liable to arrest every time their nets happen to drift to the Washington side of the river, while Washington fisherman may with impunity cast their nets right against the Oreson shore without running any rise, Tk. a.i. hnna nf the Orefron fishermen seems to be that the legislator will t Its next session enact sucn rewiiaiuij i.gi. tion as will at least equalise the situsuon, even If it doet not aoate tue preiam i. OUR F0RTIFICATI0II3 Tlie Columbia Kiver in Gate from Invasion. five Deadly Cannon Guarding tbe Month of the Colombia nc soaraborough Head. Th Columbia river section 1 saf from an enemy. Five deadly cannon of the most modern make gleam from behind solid fortification at Bcarborough head, Fort Wadsworth, and guard tbe entlr entrance to the Columbia. One shot from a single gun fairly aimed would sink th biggest battle-ship afloat. 8teel was never yet made that would withstand tbe terrible Impact of on of thoss guns, aad Iron would be rent asunder by tbelr velocity like the flimsiest paper. They revolve on carriages in every direction, disappear while loading, and will hurl a 300-pound shell through th air at the rat of 10 shot In every 18 minutes. Each gun alon weighs SO tons, and can b manipulated witb electricity by one man. Wber th big blue waves of the Paciae com rolling In with a surge and a roar, t meet th murmuring waters of tbe mighty Columbia, I the spot chosen by Uncle Bam to plant bis banner. Fort Wadswortb Is on the norths elds of the river, Hanked by a high bluff, nearly opposite Fort 8tv- en. Thee two fort completely lock the river with Its treasures of green-vardured lilts and papulous village and cities past which It flows, against th most formidable and dangeroae enemy. Iven though wars ar raging, w can rest secure In .the thought tbat Uncle Sam's war dogs arc keeping Vigilant Watch, and will let nooe approach to blow our homes Into atoms. From tba decks ot passing ships the fort wher the new gun ar 1 tb most Inno cent-looking plao In the world. No Indi cation of the deadly destructive agsnts lurking inside Is seen from without. Only a harmless-looking mound of earth. Not a sign of tb gun is seen. Tbey ar sleep ing securely behind their eroaeakmcnt. But at a minute's warning tbey could leip into life. A simple movement of a lever would cause their shining barrels to gleam over th top and belch forth living fir with an angry roar tbat would hak th earth un derneath. Doomed indeed would be th vessel to receive their charge. Th so ream ing missll would dash through Iron, steel, and wood, Aad leave a gap through which tb waters could rush In unobstructed. The cannons ar what Is known a tbe 6-lnch gun. Tbey ar mounted on luitabl carriages and stand on revolving; basic which Is sunk several feet in a strong con crete bed. Kacb on of tb gun mounted on Its carriage, without any aoccesoriee, weighs nearly 20 tons. They can b fired in any direction. Tb elevating, traversing. and sinking of tbe gun. Is accomplished by means of electrical devises. For this por posaon tlie platform at the left of each gun are two levers aud a wheel, which con trol tbe movements Tnd firing of th gun. On man can easily handle each gun by the aids. Smokeless powder or dynamite can be used for firing purposes. They are of the rapid-firing order, and will send 10 SOO-pound shells every 16 minutes. Ibeir rang Is from 8 to 10 miles. . Dy tbls It will b seen that th now ar senal can safely guard the Columbia river. A powerful electric searchlight will answer tn Dm nighttime to make the river light as day. AS a furtbei precaution, ther la ma terial at band to plant tbe river witb mines. Captain Flsk, ot the United States engi neering department, in tbe Oregonian build ing, was seen by a reporter aad askad for a few particulars. "Pardon ma," replied thecsptain, polite ly, but firmly. "Wa have strict order not to giv out for publication anything about fortification, and It is orders In eeooro with my own opinions, as I believe the effective ness of fortlfiying is to keep the knowledge beyond the reach of a possible enemy." Major Clem was seen, but also declined to give any Information about tbe new guns. Other officer were hunted op, and each and every on, while vry polite about it, absolutely refused to give anything pertain ing to the guns. This fact shows that tbe government bis become very strict about the secrets of Its fortlfloaUous. Th view from Fort Wsdsworth u cb- 11m. Among the piwstdeut'i call r were Senator Cockrell, Turpi, and Foraker; General Daniel Sickles, ex-mi nioter to Madrid, and Kepreseota tiva Smith, of Michigan, who ha re cently returned from a trip to Cuba. Tbe call of Senator Cockrell and Turpi was regarded a particularly ignifioant, aa they are representative democrat in the senate, and their viiil followed that of Senator' Oormao yalrday. It wa generally understood tbat in the present emergency, the president desire patriotio unity with out reference to party. Secretaries Long and Alger also con ferred with the president. There has been no change In th plan of aending the Maine report to oongreea early next week, probably Monday, accompanied by a niMsag from the president.
