Well, perhaps ths Japansee in Ha waii will suffer to some extent But what would happen to .American in terests in the islands, which are greater than Japan's interests, if this wave of Japanese immigration should be kept fcpt And whst does this wave of im migration mean? It means that Japan has a set purpose to overrun the is lands with men of her race, and then seise them. There are now, it is esti mated, 25,000 Japanese in Hawaii, or not far from a third of the population of the (elands. Tbsy form the largest single element of the population ex cept the natives, and as the natives are rapidly dying out and ths Japan- still more rapidly increasing the Jspanese would soon be in the pre dominence. It would be verv easy for Japan under these conditions to let op a claim or devise soms sort of a pretext which would enable her to establish some sort of a "protectorate" over the islands, to "mediate' between bersons and the white race, or ia some other way get the coveted coun try into her possession. Japan's course in respect to Hswsii in the fsw months immediately pre ceding the negotiations of the annexa tion treaty can be explained only on the theory that she bad sinister de signs on the independence of the little republic. Her conduct since the treaty was framed strengthens that prssomp tion. In foiling Japan's game the ad ministration acted not a day too soon. The rushing of Japanese immigration into the islands, the recent quarrel be tween Japan and the authorities of the republic over the right, or pretended rights, of the Japanese, and Japan's protest to the United Slates sgsiust snnsiation, are all parts of a single eaiefully devised scheme to get pes sestion of the islands. It is not the form or time el annexation that an gers Japan it is the fact of annexa tion. The events of the past few months have brought this Hawaiian question down to it simplest elements.
