treated many of her subject peoples
harshly. To some extent, of course,
this has been unavoidable. She has
given mott of them better govern'

change the feelings of the people most
intimately concerned have seldom
been consulted. England has dene

many instances she ha found it neo

It is said that to turn a lot of bens

Til tariff biU was passed by the
senate last Wednesday by majority
of 10. One democrat and two silver
republicans voted for the bill, while
there were five popnlists and two ail
vet republicans present who refused
to vote. The bill will now go to the
boose for its concurrence and from
there to the president for his signa
ture.
Tarn internal warfare now on in the
populist party of Washington is fast
dividing on lines of the "oats" against
the "ins." The oats are against fulher

1st the selection of Prof. Thomas M.
Gatch as president of the Agricultural
college at Corvallis, the board of re
gents, we believe, acted wisely. It not
sMily places the institution in the
bands of a trained educator, bat
none sne jess important, it removes
the management of the school from
the chicanery of politicians and dam
aging infloeace of politics. Everyone
who has watched the manipulation of
the affairs of the Oregon Agricultural
eollege knows that the selection of H.
B. Miller one year ago was a political
bargain, and if reports are true poli
ties bas predominated in the manage
ment of the college ever since Let
such jugglery with institutions of
learning come to an and in this state
for all time to eome. '

If Bryan means whst be says this puts
bim in the rank of tbo gold standard
men. Gold, and money convertible
directly into gold, is the only currency
which meets these tests. The money
which meets none of these require
ments, and which never can be made
to meet any of them, is 'silver money
at the 16 to 1 ratio. There is an
irrepreesible conflict between this posi
tion sod ths position he took last year.
Assuming that he, knows whst be is
talking about now, Bryan himself
virtually ssys, what every other sensi
ble person bss been saying all along,
that Bryan's talk in 1896 was the wild
est sort of nonsense.
The anti-annexation papers, in tell
ing bow much the Japanese will suf
fer if the Duited States annexes Ha
wait, are giving tneir client's case
away, Japan, they say in substance.
has been rushing immigrants into Ha
waii in great numbers ia recent years
under the understanding, as declared
by the treaty between Japan and Ha
waii in 1871, tbat these people shall
be guaranteed all the rights and privi
leges allowed to other foreigners that
is, allowed the sams rights and privi
leges as Americans, Englishmen, Ger
mans and others of ths whits race.
But as annexation will wipe out all of
Hawaii's treaties with other nations,
these papers say that the Japanese
will lose all of these privileges.
Well, perhaps ths Japansee in Ha
waii will suffer to some extent But
what would happen to .American in
terests in the islands, which are greater
than Japan's interests, if this wave of
Japanese immigration should be kept
fcpt And whst does this wave of im
migration mean? It means that Japan
has a set purpose to overrun the is
lands with men of her race, and then
seise them. There are now, it is esti
mated, 25,000 Japanese in Hawaii, or
not far from a third of the population
of the (elands. Tbsy form the largest
single element of the population ex
cept the natives, and as the natives
are rapidly dying out and ths Japan-
still more rapidly increasing the
Jspanese would soon be in the pre
dominence. It would be verv easy
for Japan under these conditions to
let op a claim or devise soms sort of
a pretext which would enable her to
establish some sort of a "protectorate"
over the islands, to "mediate' between
bersons and the white race, or ia
some other way get the coveted coun
try into her possession.
Japan's course in respect to Hswsii
in the fsw months immediately pre
ceding the negotiations of the annexa
tion treaty can be explained only on
the theory that she bad sinister de
signs on the independence of the little
republic. Her conduct since the treaty
was framed strengthens that prssomp
tion. In foiling Japan's game the ad
ministration acted not a day too soon.
The rushing of Japanese immigration
into the islands, the recent quarrel be
tween Japan and the authorities of the
republic over the right, or pretended
rights, of the Japanese, and Japan's
protest to the United Slates sgsiust
snnsiation, are all parts of a single
eaiefully devised scheme to get pes
sestion of the islands. It is not the
form or time el annexation that an
gers Japan it is the fact of annexa
tion. The events of the past few
months have brought this Hawaiian
question down to it simplest elements.
Hawaii must be either American or
Japanese. To this complexion the is
