It will be observed by those who nave access to tne election law as mended by tbe legislature of 1895 that the method of preparing tbe bal lot before putting it into tbe ballot box, has been changed, and for the benefit of those electors who have not copy of the said election law, we will endeavor in a brief way, to explain the new metbod ot marking tbe ticket by which tbe intent of the voter is made : known. Heretofore the elector has been obliged to "cancel, oross or mark out the names of candidates not voted for," which required an unnecessary amount of time, and caused uncertainty in many ballots by reason of inaccurate mark ing. This year instead of marking out the names the voter will simply make a cross (X) only, between the number and tbe name of each candi date voted for, leaving all other un touched, in this county not more than one candidate in each group can be voted for by a single elector, beace great care should be taken la marking the ticket, so that tbe elec tor's choice may be clearly under stood. If you want protection vote for W. E. Ellis. question should not be and is not an issue between the republican and denv Qcraue parties. It may, however, re sult in a party issue if the time should ever come when the question of fin ance shall take the place ef protection. Such an issue would not be 0( long duration, for the settlement of the question, either one way or the other, would not supply revenue sufficient for current governmental expense. We, your undersigned grand jury for the May term of tbe circuit court for Columoia county, Oregon, make this as our final report and respect- tuny represent tbat we have carefully investigated all charges of crime pre. sented to us and have disposed of the same in tbe manner we deemed war ranted by the evidence. We visited the county jail and found it unoccupied. The structure is entirely unfit for the purposes for which it is intended. We visited the offices of the county clerk, snerin and county treasurer. We found the books and accounts of each of said officers neat and well kept, and that each of said officers are properly performing the duties of his respective office. From the examination we made we found that the county court at each session examines and checks the ac counts of the clerk, sheriff and treas urer. As the county court seems to be doing its duty in this matter, we did not deem it necessary to have the books and accounts of the various county officers experted at this time. Patterson, of Hills boro, is a man of good business judg ment and if elected will carry his business frugality into the legislature where practical business men are in great demand. Mr. Patterson has the interests of the state and district well familiarized, and is capable of proving a valuable servant to bis constituents, and we believe be can be depended upon in the execution of their wishes. Thb republican who votes for Nor thop is voting indirectly for Quinn, for the reason that Northop was put np for the sole purpose of taking votes away irom .urns, and every vote taken from Ellis, whether by voting; for North up or Bennett is a half a vote for Quinn, because Quinn will be elected if Ellis is not. Cer tainly the man who votes for a free- trade congressman should affiliate with the free trade party, for that is the dividing line' between the two great political parties, and has been for all these years, and will be for years to come. Then why should a republican vote even indirectly for Bennett or Quinn? This is a matter so serious in its character tbat it re quires more than passing consideration. Nothing more clearly demonstrates tbe .division of - sentiment on the money question on the Pacific coast than the attitude of the four republi can stale conventions recently held. First came Oregon declaring for tbe use of both gold and silver and tbe maintenance of the parity. California followed with a declaration for free and unlimited silver coinage. Last week the stales of Washington and Idaho held their stats conventions at almost the same time, the former de claring for the gold standard and the latter for free and unlimited coinage of silver. Thus it will be seen that of the four states, two are for free coin age, one for gold, and one for a "strad dle." And nothing more clearly dem onstrates tbe fact tbat the money School Report.
