There hat been many expression of dissatisfaction of late, or, in fact, for two or three years, with regard to the expense upon the couuty m Bating from various sources, and es- Deciallv from the mode ot practice in maintaining and improving the public highways of the county, ine la now in force in this state governing road supervisors, providing the method of collection of road taxes and for .the improvement of highways, has never been satisfactory, generally speaking, yet the proper remedy does not seem to have been discovered. Indeed herein lies the difficulty. It is easy to discover a fault, but the remedy is not always at hand. Many remedies, bow ever, have beeu suggested, by perhaps as many different people, but opinions widely differ as to the best method of bettering the condition ot highways Bills against the county for the eerv ices of road supervisors are generally considered as exorbitant comparatively with the amount of actual work per formed in the interest of tbepublic, and all because the law governing the nrocedure teems to be either not properly constructed or too loosely construed. The legislature bas re peatedly attempted to enact laws for better service on we puoiio nignways at lest cost to the people, but the state it divided into two natural and dis tinct sections east and west whose road laws, owing to different climatic conditions, should be adverse to each other, and for this reason it is hard to pass laws which would be beneficial lo both sections of the state. A road law that would auit Western Oregon would not meet the approval of the astern part of the state, and visa ' versa. So that it seems special dis trict lawt would be the remedy first, and the method second. It has been suggested by a number of prominent taxpayers, in lieu or lb alleged poor service on the public highways at great expense, that the law be so changed that the number of road supervisors bo decreased oy i creating the tixe of road districts, say to tbe site of election precincts, or perhaps in tome instances, smaller, and that road supervisors be elected at the general election every two years instead of being appointed by the county court as at present. By this means the people to be served would be permitted to select their servant, and if the services rendered were not satisfactory the voters in that preciuct would be the judge and exercise their prerogative at the next election ; thns placing the responsibility upon tbe people in the district, who would be in a position to better judge the merits of tbe incumbent than would be the county court. It has also been suggested that no road district be per mitted to spend more than a certain sum of money upon any bridge with out first receiving permission from the county court. Tbe foregoing are merely suggest ions by prominent taxpayers, as stated before, wbo desire to have the views of others throughout the county who are interested in better thoroughfares at to bow better services may be ren dered through a change in the present law. The rural district have alwayt been proliflo in political lead ers, and will always probably continue to furnish a considerable majority of our recognised statesmen. Thb methods applied in the school electiou last Manday in Portland aud other of the larger towns of the state for the success of certain candidates for school director are not conducive of the good results for which the pub- ho schools of tbe country are calcii lated. Indeed it is a deplorable eon diu'on of affairs when the public school interests are dragged down to such depths of degradation and corrupt practices as were witnessed tn the larger cities last Monday for the pur- nose of controlling the S'-hool ma chines in the interest of one faction or the other. School matters should have no place in the wheel of political ma chinery, and the scenes of last M inday should make this fact apparent tt every man, woman and child interested in the betterment of educational fa cilities through the great medium of the public school. It appears that sugar is now being produced in Cuba only under military protection, and at a largely increased expense. In one case, it is stated, toe grinding of 10,000 bags of it has cost 120,000; and heavy taxes are imposed in addition to the burden ol maintain ing a cordon of police around the property. This means that the con tinuance of the war is sure to make sugar higher in the Uuited States; and such a faot is in itself a sufficient justification for interference on the part of our government. SCAPPOOSE. Scafpoosi, Feb. 10. E. C. Bonser Is visi', ing for a time with his parents, Mr. ana Mrs. C. Bonser. A dance is on the boards for the 17th at Watts A Price's halt A. Holaday Is doing a large business in the nursery line this season. John Beaver has leased the J. Lamberaon ranch near here for a term of years. Mr. Lewis Piper is quite ill at his home, suffering with la grippe in an aggravated form. John Johnson is getting a large contract of eordwood filled for sale to the slouch boats. The republican club meets every two weeks. The prospects are good for a large membership. Mr. William Honeyman will soon hav a large creamery plant at work on bis farm north of Scappoose. With three fully equipped creamery plants in operation here, tbe milk business will sorely become an extensive one. Mr. Frank Payns has in operation a paint grinding machine, which utilises the ocbre fonnd on North Scappoose creek. This project promises to become a valuable one, as Mr. Payne is a practical man and under stands bis business. Edward, tbe 17-year-old son of Mr. Frank Payne, who was stricken with appoplexy ten days ago, died on tbe 5th and the re mains interred in the family lot in Lone Fir cemetery, Portland. The bereaved family have the sympathy of a large con- coarse of friends. The church here was robbed of three Rochester lamps last week and the chief of police of Portland was notified of the fact. In a day or two the detectives fonnd tbe lamps in the shop of a second-band dealer and were very promptly tnrned over to Messrs. Holaday and Watts, who went from her to identify them. The thief Is getting into close quarters and ere long something may develop to pat an end to the thievery going on here lately. All Fre.. Those who have used Pr. W consider it our duty to urge upon the voters of this county the necessity of each one of yon attending the pri maries. ' It is necessary to success in tbe Jnne election that the action of the convention be in accordance with the wishes ef a majority of the people tbe whole people, if possible. The results of the primary elections should be the spontaneous expression of our people, and in order to accomplish this every voter should express his aantiments by his ballot in the pri mary. If the clubs throughout tbe county could muster their forces and Tote their sentiments on that day, then would the hardest of tbe battle be von and victory at the polls be an as sured fact. By all meant let your presence be noted on that day at your paimary election. A wood flume into St. Helens from Milton creek by which tbe vast quan titea of timber in that section could be converted into cash wouid be of greater benefit to this locality than any other one thing now being agita ted by our people. It matters little who the promoters of the enterprise are, its success would be ths means of distributing a large amount of cash among the laboring classes and busi ness men generally. It should not be a question with persons owning right-of-way as to whether or not tbe pro jectors will make a large profit, for if the investment proves a success to them it will in like degree prove profit able to those wbo find employment in its operation. . In like degree also would such a venture benefit our merchants and other tradesmen. It is a enrious fact that a large pro portion of the members of the United States senate live in country towns or small cities. The only cities of 100, 000 or more inhabitants represented in that body are St. Paul, Indianapo lis, Albany, Providence, Kansas City, Milwaukee, Newark, Detroit, Omaha and Denver ; and not one of all the senators resides in any of tbe thirteen Spain's Naval Strength. Chief Con structor Phillip Hlchborn has prepared a statement of the relative fighting strength of the navies of Bpain and the United States, showing a decided superiority of the American navy. Referring to the fighting capacity of some of the ships in commission Commodore Hichborn ssys: '"The Indiana, Oregon, Massaehusettes and Iowa ar battle-ships, and the finest of their class afloat. Tbey can fight on even terms with any ship that was ever launched, and, in my opinion, tbey are snperior to 95 per cent of any vessels with which tbey may ever come in contact." American Flags Darned by Spanish College Students-Other Ho tile Demonstrations. . Madbid, March 10.-Ther was a serious anti-American riot at Salamanca yesterday evening, and students burned American flags amid tbe acclamation ot th crowds. Gendarmes charged the rioters, ana peraed them temporarily. Later th stu dents reassembled and gathered another mob about them. Th prefect exhorted th students to disperse, but they booted. Finally ths prefect was compelled to call upon th polio for protection. Gendarme again charged the riotous students, who met the onslaught with showers of stones, but order was finally restored. Th uni versity has been closed. Th demonstrations of patriotic fervor and hostility to th United States were re newed at Bilboa today, and efforts were again mad to do violence to the United States consulate. Th mob stoned the Dutch consulate, having mistaken that of fice for the consulate of th United States, which was effectually guarded by th police force. Fanning the-Flame. ' Naw York. March 10. A dispatch to the Herald from Barcelona, says: The antt American sentiment here Is in creasing instead of abatiug. Local news papers ar fanning the Same. They state that the United State can only pnt 40.000 men into the field, and that the American navy is bat a trifle superior to the Spanish. Careful investigation shows conclusively that 8pauish politics have had a big hand ! in ths Barcelona disturbance. Nearly all the inhabitants her are Catalans, and the Catalans almost to a man are republicans. They ar heartily opposed to the present government and ar making demonstra tions here against the United States with the direct purpose of putting the govern ntent in a bole and possibly causing its overthrow. There is absolutely no enthu siasm here over the Cubsn wsr. Whenever tbe troops start for Cuba they are not syen given a cheer. A Calmer View. MiosiD, March 10. A pamphlet has been published, entitled "The United States vs. Spain," which is believed to have been written by ex-Minister Valera. It points out the alleged injustice of congress and ths writer says be believes there will be a re vulsion of public opinion in th United States as soon as the troth is known. He regards the situstlon from an optorolstlc standpoint, eulogises American women and aays that the men are amiable and hospitable to strangers whea not blinded by self-esteem. A dispatch from Barcelona aays that tbe merchants of that city have agreed not to sell American products in tbe event of Cleveland approving the Cuban belligerency resolutions.
