Thb United States supreme court by a vote of 5 to 4, has decided the income tax law unconstitutional. At the former hearing Justice Jackson was absent on account of sickness and the court stood a tie four for and four against the law. This time Jack son waa present and voted to sustain the law, but one of those voting in the affirmative before changed bis sole, and thus the Iaw is a thing of the past. The decision will prove national calamity, since governmental affairs have been shaped In anticipa tion of receiving revenue from the iucome tax. . The efforts put forth by the people f of Clatskanie and other parts of the county for the construction of a rail road into the Nehalem valley is com rnendable. Ho one doubts tor one moment but what such a venture would be the means of developing a a good section of country which other wise is worthless. Not only would it develop the country, but the road, we believe, would be n paying investment from the first. Every mile ol railroad in Columbia county means dollars in the pockets of its promoters and money in the county treasury. The enter- - prise manifest by the gentlemen at . tbe bead of tin's scheme should be backed up by (be entire people of the county. Thb Mist hopes the efforts made in that direction will be crowned with success. The action of the state republican club in refusing to pass resolutions either for or against silver was a wise course. Thb Mist has argued from tbe beginning that it would be entirely nut of place for the meeting just held jn Portland to ltiggle with the nnan cial question, and notwithstanding 1 ho fact that an attempt, as predicted by this paper three weeks ago. was made to force an issue upon the psrty in this state which tbe next conven tion might deem necessary to ignore, the state club stood its ground and de clined to be a party to such proceed ing. As Thb Mist stated before, the slate convention is the place for a party to declare its policy, and what ever might have been done at the meeting of republican clubs would not in any way bind the state convention. Tbe state club is for tbe purpose of promoting harmony and more perfect organisation. . If it does this it has ac complished the object for which it was organized. IT is hard lo imagine what the co- operators over in Nebalem co-operate for unless it be to more thoroughly and successfully carry on the popu listio idea of tax -eating. It seems to lie the dream of their lives to get their hands once more into the county sack that they may continue with increas ing velocity tho plunder inaugurated by the few populists who, nnder tbe fliiguise of "reform," were elected in 1892, but who, after a trial of two years, were elected to stay at home in 1894. There are plenty of honest, conscientious populists, but they are seldom nominated for office, because if elected they would not at once en gage in the plunder of pulilio funds as is expected of a populist office holder by his co-operative followers. It would be a nice snap for the pops to have tbe sheriff and treasurer at least, so that, as in tho Massie case, they could borrow tbe county money and scare the official out of the country that they might not be called upon to pay the amount when due. "We tax pay era," did you say, ( D)on ky T How Much tax do you pay Mr. (D)onkyf and how much do your co operative tax-eaters pay along with you? and how much does the mem bers of the populist party pay in this county as compared with the other taxpayers? The members of the pop ulist party in this county draw out more money from tbe county treas ury than they pay into it. Indeed tax-eating is a profession with many cf tunni. Reflect on this Mr. (D)oaky. RAILROADS VS. STEAMBOATS. Ad argument is advanced In di couragement of the Astoria railroad that ships always come as near as possible to the producer, and conse quently would continue to go to Port luud for the cereal product of Oregon ; thai water rates are always cheaper lhi.il rail; that a railroad to the sea could not successfully compete with I he steamboats. The first proposition might be true if the commerce of Oregon originated in Portland. But since it must come many miles iulo that city by rail without breaking bulk is it necessary to break bulk at Portland, when II might just s well remain in the cars and roll right on on the down grade to Astoria at a very slight advance on tbe rate to Porllaud, air J thereby save the graiu fleet several hundred dollars on each vessel in towing and pilotage in gelling 100 miles inland. On the second proposition let us see if railroads cannot successfully compete wilh steamboats. For twenty years the W illamette river has been paralleled on either side with a rail road. The roads have in the past carried wheat from Corvallis and Al bany to Portlaud, a distance of nearly 100 miles, for 11 per ton, virtually driving the steamboat business off the river, and today in face of an open river to navigation the Southern Paci fic railroad company is doing the car rying trade of tbe Willamette valley, not because of cheaper rates entirely but largely because of rapid transit. The third proposition might be answered with the same argumeuts as in the first in regard lo freight, but the passenger traffic) presents quite a different phase, and iu answer to the argument that the railroad cannot carry passengers as oheaply as steam boats we hod tbe following rates: Fare between Portland and Astoria. . .It 00 Stateroom 1 60 Two meals en route 1 00 Total S3 SO The stateroom la figured in tbe above statement because most of the travel between the two points is done by the night steamers. Does anyone doubt the ability of a railroad to carry passengers 86 miles for fa 50? As on the Willamette river.passengers would prefer to travel by rail at au in creased price because the difference is made up in time. History does not bear out the argumeut that railroads cannot compete with steamboats. Io almost every instance where the two have come in contact tbe former have been successful. Ex Representative Pence, of Col orado, has forsaken politics, being urged thereto by a majonty of his lei low-citizens of the silver state laat Oc tober, and gone into the railroad busi ness. He still proclaims himself a populist, seemingly unaware of tbe in consistency of being also a railroad man a promoter of grinding corpor ate selfishness and greed that charges poor farmers for hauling their grain to market, and grants free passes to congressmen, tie is evidently not conscious of his rapid descent in tbe scale of political morals as formulated by bis party, since he declares that he is greatly obliged to bis late constitu ents for retiring bim from politics, add ing that ''there is nothing particularly entrancing in the political future." There is something sublime in this resignation to defeat, though, of course, the malevolent republicans who com passed it will introduce the hackneyed sour grapes fable in explanation of a slate of mind so unusual in political life as to be phenominal. Populists iu general bowl about the grinding rail road monopolies, but it will be noticed that just ss soon ss one of them baa held an office and been retired ky a disappointed constituency they return to their nature very much the same as other people. McBride, Judge of the aoove named court: We. vour undersigned grand iurv for the May. 1895. term ol the Circuit Court of Co lumbia County, Oregon, make this as our final report, and respectfully represent that ws have carefully investigated all charges of crime which have been presented to us. and have returned into court six trne bills and four not trne bills. In addition to the cases reported we have investigated a num ber of cases upon which no report has been made. We visited tbe offices of tbe county clerk. sheriff, treasurer and countv surveyor, snd found their books well kept. Hearing no complaint against the management of either of the county offices we did not deem it necessary to have tbe books snd accounts of tbe various county officers ex- perteo at tbts time, we commend tne method of bookkeeping nsed in the clerk's. sheriff 's and treasurer's offices. We ascer tained from our investigation that the taxes ars turned over to the treasurer weekly by the sheriff; that the county officers are Caying to tbe treasurer the fees collected y thr m as provided by law, and that Ihe county court, at each session, carefully compare and investigates the books, ac count and receipts ol each of said officers. The fore Dart of tbe week was auusuaily warm, the latter part cool and cloudy. Wednesday night, May 16. the minimum at Portland was 70 degrees, the highest niKht temperature on record in Portland. The maximum temperature ranged above 80 degree Tuesday. Wednes day and Thursday, since when they have been from 60 to 70 degrees. Tbe minimum temperature ranged from 40 to 70 degrees. Thunder showers occurred in the south western portion on tbe loth. A few show ers fell on the 10th and general showers on tne zuin. Ceops. The westher wss very favorable for all vegetation, strawberries are ripe and cherries lire showing color. Fall sown wheat is hi boot. Hops are to the top of poles: clover is beading and will soon be ready to cut: spring sown grain has a rood growth and has s tooled and rooted well. Tbe frost of April are now being shown on the fruit; a larse amount of fruit i drop ing, sufficient, it is thought, to obviate Ibe necessity of thining by band. So far, there is no appearance of apbis on fruit tree. The ground is warm and with the showers of Monday, added growih and vigor will be shown in vegetation.
